Description
A-E CONSTRUCTION QUALITY ASSURANCE, CONSTRUCTION MANAGEMENT, AND RELATED SERVICES WITHIN THE LIMITS OF THE MISSISSIPPI VALLEY DIVISION, SOL W912P8-06-R-0008. POC F. Walker Pitts, Jr., 504-862-1819.1. CONTRACT INFORMATION: Professional Services (Archi tect/Engineer Contract) are required to perform Construction Quality Assurance, Construction Management, and Related Services on behalf of the Corps of Engineers. It is the intent to award multiple A/E contracts (minimum of two (2), maximum of five (5)) to provide such services.These contracts will be Firm Fixed Price Indefinite Delivery/Indefinite Quantity. These contracts will be for a Basic Period, not to exceed one year, and four option periods, not to exceed one year each. The maximum ceiling of e ach period will be $1,000,000.00 and the maximum ceiling for each contract will be $5,000,000.00.It is estimated that the first contract will be awarded in the first quarter of fiscal year 2006.THIS ANNOUNCEMENT IS OPEN TO SMALL BUSINESSES ONLY. 2. PROJECT INFORMATION: Such services are to be accomplished through the utilization of Quality Assurance Representatives, Construction Managers, Project Engineers, and Cost Estimators on various types of construction projects including, but not limited to, building s, locks, dams, levees, revetments, jetties, and hydraulic and bucket dredging, debris removal, and for the repair and/or maintenance of various structures. The Construction services shall consist of performing services in accordance with plans developed by or for the Government and Government policy and regulations. Experienced Contractor personnel must demonstrate as a minimum the following qualifications: independent record keeping and preparations of reports for inspection and testing, interpretation of plans and specifications and observation of construction activities to check adherence to safety practices and requirements. Each employee's resume? on the SF 330 must state the above mentioned qualifications individually. Construction employee's acti vities shall include, but not be limited to: monitoring, documenting and recording construction contractor quality control activities and construction safety, progress and quality, scheduling, submittal management,cost estimating,and preparing various cont ract documents. The firm must have the capability to provide a number of contract employees to support a wide variety of work. Each Quality Assurance Representative and other Contractor Personnel on occasion must be provided a company furnished pick-up tru ck and a pager. The geographic location in which these services will be performed is within the limits of the Mississippi Valley Division.Services may be required in remote places. 3.SELECTION CRITERIA: Evaluation of firm's qualifications for award will be based on the following criteria in order of importance: (1) Specialized Experience and Technical Competence, (2) Professional Qualifications, and (3) Past Performance (i.e. ACASS and letters of recommendation), are of equal importance followed by (4) C apacity to Accomplish the Work, (5) Knowledge of location, (6) Extent of Participation of SB, SBA, Historically Black Colleges and Universities, and Minority Institutions in the proposed contract team, (7) Location of firm, and (8) Work previously Awarded by the Department of Defense. 4.SUBMISSION REQUIREMENTS: To be considered for selection, a firm must document the above qualifications and submit six (6) copies of SF 330 and any other pertinent information. The SF 330 and instructions for its use can b e found at the following Website: http://www.mvn.usace.army.mil/EBS_Contracting/index.asp. Encl 2. The eight evaluation factors listed above must be addressed in the appropriate sections of the SF 330 for the prime contractor as well as all subcontractors and consultants. Submit the requested information to the address below not later than the close of business on the 15th day after the date of publicati on of this announcement. If the 15th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business of the next business day. Include the Firms ACASS number in Block 5 of Section B on Page 1 of the SF 330. For ACASS information, call (503)808-4594.
