Description
The Naval Air Warfare Center Aircraft Division plans to issue a Request for Proposal (RFP) on or about approximately 07 November 2005. The solicitation will appear on the NAVAIR homepage located at http://www.navair.navy.mil/. Select ?Business?, then ?Doing Business With Us?, then ?Open Solicitations?. Look for any amendments on the web page for Solicitation No. N68335-05-R-0128. The requirement is for the development of a TACAN (tactical air navigation) test set to be used at Navy I-level test and maintenance facilities, both shipboard and land-based, per MIL-PRF-28800 Class 3 equipment. The I-level TACAN tester will be used for the maintenance of airborne TACAN equipments and shall simulate a surface beacon in the X or Y mode of operation; simulate a DME only beacon plus an airborne inverse mode receiving antenna; or airborne TACAN equipment. The TACAN Test Set shall be capable of, but not limited to, performing the following functions as required in the modes selected: 1) Measure range accuracy test search and track at different range rates and reply efficiencies; 2) Measure bearing accuracy and test search and track at different bearing rates; 3) Measure receiver sensitivity, selectivity and adjacent channel rejection; 4) Measure peak power output; 5) Reply efficiency; 6) Percent modulation; 7) Accept interrogation pulses and/or modulation pulses and range delays externally provided and transmit corresponding reply pulses to permit testing of airborne TACAN sets utilized for station keeping and/ or data link functions; 8) Measure air to air transponding delay time; 9) Indicate the Airborne TACAN Set range accuracy and search and track capabilities at different rates for each operating mode; 10) Indicate the Airborne TACAN Set bearing accuracy and search and track capabilities at different rates for each operating mode; 11) Monitor the identity tone; 12) Measure the Azimuth Indicator, ID-307/ARN, bearing output accuracy on the dial, the bearing differential, the fundamental resolver, and the harmonic resolver; 13) Check output accuracy of displays and range potentiometers; 14) Check output of phase detector circuits; 15) Indicate the proper presence and switching of the automatic antenna selection signal; 16) Check the proper operation of the Air-to-air bearing capability; 17) Check the proper operation of the data link interface capability; 18) Duplicate the airborne TACAN Control Unit functions; 19) In conjunction with the Synchro Range and Bearing Indicator (SRBI), permit measurement of bearing, distance, and heading indication accuracy and flag operation on any instrument externally connected to the test set. The basic contract will require delivery of six (6) prototype units. This requirement shall be fulfilled by supplying modified commercial items as defined by Section 2.101 of the Federal Acquisition Regulation. The government is anticipating a 5-year firm-fixed-price indefinite delivery/indefinite quantity contract with a minimum of the 6 prototype test sets and a maximum of 180 production test sets. Maximum quantity in any calendar year is 150 Test Sets. Tacan Test sets may be ordered during a period beginning in FY2008 and ending in FY2010 by Delivery Order. NAICS Code 334511. The contract resulting from this solicitation will be awarded to that responsible offeror whose proposal, conforming to the solicitation, is determined to offer the best value to the Government. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. Factors that will be evaluated: Technical approach to COTS modification, experience, past performance, and price. This solicitation is a 100% Small Business Set-Aside. Contractors must be CCR registered. Representations and Certifications will be collected via On-line Representations and Certifications Application (ORCA). Contractors should provide Representations and Certifications electronically via http://orca.bpn.gov in conjunction with required registration in CCR.
