Description
The 12th Contracting Squadron at Randolph AFB intends to award a contract for fencing at the Nov 5 & 6 2005 Randolph AFB, TX Air Show. Award will be made in accordance with FAR Parts 12 and 13.5 using Simplified Acquisition Procedures (SAP). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation number F3P3A95271A100 is issued as a request for quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-05. The NAICS code is 423390, and the size standard is 500. The contract is for temporary chain link fencing for crowd control. Award is anticipated on 12 Oct 2005. M. (CST) 11 Oct 2005. STATEMENT OF WORK Temporary Fencing for 2005 Randolph Air Show 1. DESCRIPTION OF WORK: The Contractor shall provide all personnel, transportation, equipment, portable lighting, tools, labor, supplies, materials, and supervision, required to install and remove temporary fencing in support of the Randolph Air Show 2005 to be held at Randolph AFB 5-6 November 2005. Contractor shall field verify all site measurements. 2. PERSONNEL: Contractor personnel shall present a neat appearance, and wear badges that contain the company name and employee name. 3. PHYSICAL SECURITY: 3.1 The contractor shall obtain vehicle passes for each vehicle used on Randolph AFB during the performance period. The necessary applications for vehicle passes can be obtained by contacting the Contracting Officer, 652-2178. 3.2 The Contractor shall be responsible for safeguarding all government property. At the close of each work period, government facilities and materials shall be secured. 4. CONTRACT HOURS OF OPERATION: 4.1 Due to the extremely compressed time schedule that is available for setup for this event, the Contractor shall be prepared to install a large portion of the required fencing after normal duty hours. All work will take place between 3 November and 7 November 2005. Specific time requirements will be outlined in statement of work. 5. SPECIFICATIONS: The Contractor shall provide approximately 25,000 LF of four-foot tall freestanding chain link panel fencing. The Contractor shall install the fencing in the locations as specified in the contract drawings. The Contractor shall also provide support posts as specified (or as required in unspecified areas) for all fencing not located on a paved surface. Contractor shall provide all lighting required for work done during hours of darkness. Contractor shall also provide any and all equipment and personnel required to install fencing. 6. SPECIFIC TASKS: Delivery and installation of the temporary fencing shall take place in four stages, with each stage as specified below and on the drawings. 6.1 Section 1 consists of approximately 2,028 LF of fencing (338 6-foot panels). These panels shall be staged in the on the north side of Building 62 not later than 1700 hrs on Thursday, 3 November. The Contractor shall not put this fence in place; the only requirement for this section is delivery to the specified location north of Building 62, as designated by the Government. 6.2 Section 2 consists of approximately 4,188 LF of fencing (698 panels), with approximately 450 LF extending north of the concrete jersey barriers depicted in the drawings,(please email TSgt Brett-Farnsworth or Lt Balmaceda for an electronic version of the drawings)and approximately 1,470 LF extending from the south end of the jersey barriers. The section continues along Taxiway F to the point that it meets pavement at the intersection of Taxiways E and F. This section of fencing shall be set up by the Contractor on the afternoon of Thursday, 3 November. This section is almost entirely in a grass area, except for approximately 450 LF of fencing to be installed on the north side of the concrete jersey barriers and where the fence crosses Taxiway E, as shown on the drawings. The Contractor shall install support posts spaced at 48 ft intervals (8 panels) in all grass areas, or as specified by the Government on site. 6.3 Section 3 consists of approximately 3,706 LF of fencing (617 panels). The section continues along the aircraft parking apron from the end of section 2 to the east, 110 feet from the edge of the pavement. The section also includes a length of approximately 564 LF of fencing at the east side of the parking apron. This section of fencing shall be installed by the Contractor on Friday, 4 November. This section is entirely on a paved surface, and since there will be numerous aircraft moving in this area, the Contractor must be extremely flexible to starting/stopping work as directed by Government personnel. More specific timing for the installation of Section 3 will be worked between the Government and Contractor during the week of 31 October. 6.4 Section 4 consists of approximately 15,078 LF (2,513 panels). The section runs along the entire length of the east runway, and also includes two perpendicular sections of fencing and a square standoff area (see drawings). This section of fencing shall be set up by the Contractor beginning at 1700 hrs on Friday, 4 November. All fencing must be in place by 0800 Saturday morning, 5 November. This section is entirely in a grass area, and will require support posts as needed/determined on site by the Government. 6.5 The Contractor shall remove all fencing from the installed locations in Sections 1-3 on Sunday, 6 November, beginning after all air show spectators are cleared from these areas (approximately 1630 hrs). The Contractor shall remove the fencing in Section 4 on Monday, 7 November. The Contractor must ensure that all fencing is at least 1,000 feet (as marked on drawings) away from the runway by 1000 hrs. 6.6 The Contractor must ensure that all materials are on site and readily available to be installed at the specified times. Locations on Randolph AFB will be made available to stage materials during the week of 31 October, as well as the week of 7 November, if needed. In the event that the Contractor encounters any problems that may prevent or delay scheduled work, the Contractor shall immediately call the Contracting Officer at 652-2178. 7. INSPECTION AND ACCEPTANCE OF SERVICES: 7.1 The office having responsibility for inspection and acceptance of work is the 12th Civil Engineer Squadron, at (210) 652-3155. 7.2 Performance period shall not exceed the times specified above for each section.
