- NASA/HQ plans to issue a Invitation for Bids (IFB) for all necessary parts, materials, and labor required to perform preventative maintenance as well as emergency and regular repairs and/or modifications to NASA owned Heating, Ventilation, and Air Conditioning (HVAC) equipment, Uninterruptable Power Supply (UPS) Module/Systems, and electrical distribution systems. The Government intends to award to Multiple Offerors under this effort. Contractors may bid on one (1) or more of the above requirements. This action is primarily in support of the NASA HQ computer room operations, but also requires service to other NASA-owned HVAC and electrical equipment and systems at NASA HQ. The work for all three line items (requirements) will be performed at NASA HQ, Two Independence Square, 300 E Street. SW, Washington D.C. The period of performance for the resultant contracts will be for a one-year base period with four, one-year options. Two separate site visits will be conducted at NASA Headquarters. The schedule is TBD. Attendance is limited to no more than 2 persons for each offeror unless other arrangements are made with the Contract Specialist. The names and titles of attendees should be furnished to the Government representative at least 2 working days prior to the site visits. Resident aliens must present their "green card" in order to be admitted to the Center. Foreign Nationals will be permitted with submittal of additional documentation to be released with the IFB. A picture id will be required to obtain a visitors badge for building access. Attendance at site visit is recommended; however, attendance is neither required nor a prerequisite for quote submission and will not be considered in the evaluation. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 238220 and $12.0 million, respectively. All responsible sources may submit a bid which shall be considered by the agency. The anticipated release date of the IFB is on or about October 17, 2005 with an anticipated offer due date of on or about November 17, 2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
