Description
Notes From Pre- Proposal Mtg. 22 September 2005 1) HERO Safe Testing will be conducted before qualification. Hero Testing will be part of Phase II. 2) Question: Does it have to be l amp 1 watt cartridge? Answer: Decision should be made by the Contractor. 3) No accelerating life test will be conducted. 4) When choosing the type of battery contractors should take into consideration the life cycle costs associated with maintaining several types of inflators. 5) Contract will have 2 Phases 6) Contract Type ? Cost Plus Fixed Fee 7) Length of the resulting contract will be approximately 1 year from date of award. 8) The Matrix was reviewed ?Manual & Automatic testing: Manual testing consists of pulling the lanyard at room temperature. Automatic testing conducted by resetting w/ CO2 cylinder submerged in water Temp 20-120 degrees and timing reaction time. 9) ESD testing will be split between the two current limiting resistors: 500 Ohms,and 5,000 Ohms. 10) All inflators will undergo the same test. 11) Each technical proposal is limited to 20 pages. 1 task is considered 1 technical approach. Contractors may submit more than one proposal, each separate proposal shall contain separate pricing and management information. 12) Technical Evaluation factors are equally weighted. 13) No Clin will be added to this contract for Data Rights. 15) Government will conduct a site visit before award. 16) Estimated quantity for next requirement ? FLU 8 B/P& FLU 9 B/P ? 3500 each per year, FLU 12/P - 12,000-15,000 per year. 17) Proposals should be submitted in 3 separate Volumes: Pricing, Management (not to exceed 10 pages) & Technical (not to exceed 20 pages). 18) All questions and answers that arise from the BAA Posting will be distributed to all interested bidders.
