Description
The purpose of this amendement is to announce the extension of the BAA until 31 October 2005. In addition, an industry day will be held as follows: The U.S. Army Research, Development and Engineering Command, Night Vision & Electronic Sensors Directorate is pleased to announce that it will hold an Industry Day at Fort Belvoir, Virginia on October 12th at 1300 hours in the Looft Conference Room, Build ing 305, 300 Area Compound, for the Advanced Soldier Mobility Sensor Army Technology Objective [Demonstration] (ASMS ATO [D]). The ASMS ATO [D] is the subject of Broad Agency Announcement (BAA) Solicitation Number W15P7T-05-R-P051, with a proposal submiss ion date of October 31, 2005 (reference Amendment 1, posted to the https://abop.monmouth.army.mil site on 09/19/05). The purpose of the Industry Day is to brief interested contractors on the ASMS ATO [D], and provide an opportunity for contractors to clarify technical and programmatic details. Questions will be read and answered during the meeting. No one-on-one meetin gs will be held. A copy of the Government presentation, as well as all questions and answers, will be posted on this site. As the purpose of the meeting concerns technical and programmatic information only, Government contracts representatives will not b e present. In accordance with the BAA, questions concerning contractual, cost, or pricing matters shall be directed to the Contracting Officer (Virginia Knight, 732 532-4348) or the Contract Specialist (David Nostrant, 732 532-8388). Operators of vehicles without Department of Defense Decals should refer to this web site for instructions on obtaining a temporary pass: http://www.belvoir.army.mil/access.asp?id=all Access to the 300 Area Compound is also controlled. - US citizens must contact the ASMS Project Leader, Dennis Miller (dennis.miller@nvl.army.mil or 703 704-2482) by October 11th so that their names can be provided to Visitor Control. - Foreign Nationals employed by a US-owned entity; foreign media representatives; or foreign-owned industrial clients and selected other exceptions-- The sponsoring organization must provide on corporate letterhead the following information: Full name, Dat e and Place of Birth, Country of Citizenship, passport number a/o alien registration number, SSN (where applicable), Gov. Contract Number, Program Title, and state a specific purpose for the visit, your Government POC name and phone number along with the a nticipated date(s) of visit. Canadian-owned entities must also provide a fully executed copy of the DD2345 Joint Certification Program form with their request letter. A legible copy of the visitors passport is also required to accompany the visit request letter. The letter must include a physical corporate address, post office boxes will not be accepted; a statement from the sponsoring organization or company of full responsibility for the foreign national while within the compound; and be signed by a corp orate officer. This request letter can be faxed to the NVESD Security Manager at (703) 704-3241, email notification is not acceptable. Letters should be received at least 5 business days prior to visit date to allow for processing. NVESD Security Office p hone numbers are (703) 704-1183/2452. Correction to the BAA: Section 2.2 Contracting Strategy: Replace: The Phase II efforts are anticipated to be funded at approximately $5M total for a 12 month period of performance, including the funding to begin the custom ASIC fabrication. With: The Phase II efforts are anticipated to be funded at approximately $2.5M total for a 14 month period of performance, including the funding to begin the custom ASIC fabrication. Clarification to the BAA: Section 2.1 Background: After the sentence: ASMS-ATO[D] is a four-year ATO[D] to develop a low power prototype sensor with Advanced uncooled Long Wave Infra red (LWIR) and Image Intensified (I2) Visible/Near Infrared/Short Wave Infrared (VIS/NIR/SWIR) helmet mounted vision sensor for mobility, target detection, and situational awareness in complex terrain. Add: For the purposes of this BAA, the term (VIS/NIR/SWIR) refers to a single or multiple sensors that will (1) enhance soldier mobility, target detection and situational awareness in complex and urban terrain, (2) operate on very low power, and (3) be compatib le with currently issued laser aiming devices, such as the PEQ-2 and PAQ-4.
