Description
The Technical Support Department at the U S Naval Academy (USNA) has a requirement for the following services Perform Data Acquisition Programming in HPVee for the USNA Eiffel Wind Tunnel Pyramidal Balance as part of the Tunnel Data Acquisition and Control System. Anteon Corporation, 240 Oral School Road, Suite 105, Mystic, CT. 06355-1208, is the contractor who completed the basic wind tunnel control program and the data acquisition system for the sister balance contained within the same tunnel and program set. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of all under FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis shall be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice or received as a result of a notice of intent shall normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THE STATEMENT OF WORK: Perform data acquisition programming in HPVee for the USNA pyramidal balance installed as part of the large (31 inch by 44 inch) open circuit wind tunnel. The pyramidal balance programming shall be performed similarly to the HPVee program to operate the sting balance. Additionally, a data acquisition system for the high speed lab shall be assembled and programmed using USNA materials. LOW SPEED WIND TUNNEL: For the low speed Eiffel wind tunnel (31 inch by 44 inch test section), the work to be completed includes: Modification of the existing Pyramidal Balance HPVee program for proper configuration with the wind tunnel hardware (stepper motors and load cells). Assist the calibration by inputting the proper calibration coefficients. Provide system testing, training, and documentation. This solicitation shall close on Wednesday 28 September 2005, at 3:30 PM local time.
