Description

DESCRIPTION: In accordance with FAR Parts 5.2 and 6.302-1(b)(3), this notice advertises the government's intent to negotiate and award a sole source commercial item contract for propane delivery services. The work to be performed under this contract consists of maintaining the level of liquified petroleum gas (LPG) in NPS-owned tanks in the Stehekin valley at greater than 30% full, by monitoring tank levels and furnishing LPG as necessary, in accordance with federal, state, and county regulations and detailed NPS specifications. The average annual quantity of propane expected to be delivered is 8000 gallons. LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat or barge; all materials and equipment will need to be barged. Within the Stehekin valley, the propane tanks can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis. Cellular phones do not work and there is no public Internet access. Information about Stehekin, including maps, is available at http://www.nps.gov/noca/focus/focus.htm . DETAILS: We intend to negotiate a contract for a base year plus four option years, for a total contract period of up to five years (November 1, 2005 - September 30, 2010). Pricing will allow for economic price adjustment. Refer to Numbered Note 22 for more information. If this action is opened to competitive offers, the electronic solicitation will be posted at http://ideasec.nbc.gov in mid-October.
