Description
This project shall consist of a base bid and three options. Base bid is for the complete design and the construction of the SOF Group Operations Complex Phase 1, which includes a 40,700 S.F Group Headquarters building, and a 61,800 S.F. Group Suppor t Battalion Operations Facility building complete with associated utilities, storm drainage, communications, electric, HVAC, fire protection, paving, walks, curbs & gutters, access drives, exterior lighting, site improvements and landscaping. Comprehensiv e Interior Design services shall be included to develop the furniture package which will be used by the Government to purchase and install furnishings. All power, signal raceways and wiring, lighting, HVAC, and acoustics requirements for the Visual Info/A udio Visual/Video Teleconference (VI/AV/VTC) system shall be included in the base bid. Bid option #1 is for the complete design and construction of the SOF Group Operations Complex 13,500 S.F. Language Sustainment Training Facility complete with associated utilities, storm drainage, communications, electric, HVAC, fire protection, paving, walks, curbs & gutters, access drives, exterior lighting, site improvements and landscaping. Comprehensive Interior Design services shall be included to develop the furni ture package which will be used by the Government to purchase and install furnishings. Bid option #2 is for a Visual Info/Audio Visual/Video Teleconference (VI/AV/VTC) system professional to meet with the User to develop system requirements and Procure & I nstall Visual Info/Audio Visual/Video Teleconference system Equipment in Group Headquarters Command Suite Conference Room 131, Group Headquarters SCIF S-2 Conference Room 204, Group Support Battalion Operations Facility Command Suite Conference Room 122, a nd Language Sustainment Facility Classrooms 104 thru 108 & 116 thru 120 and Lecture Hall 128 that is integrated and coordinated with the building design, SID, and CID. All power, signal raceways and wiring, lighting, HVAC, and acoustics requirements for t he VI/AV/VTC system shall be included in the base bid. Bid option #3 is for Security Surveillance System Equipment (CCTV' & chr(39) & 's, cameras, etc) in Group Headquarters and Language Sustainment Facility that is integrated and coordinated with the buil ding design, SID, and CID. All power, signal raceways and wiring, lighting, HVAC, and acoustics requirements for the Security Surveillance System shall be included in the base bid. Offerors can be a construction firm, design firm, or a construction manage ment firm. The Government will award a firm fixed-price contract to that responsible offeror whose complete proposal is evaluated to be the best value to the Government. To be eligible for award, a firm must be registered in the DOD Central Contractor Regi ster (CCR)database via the CCR internet site at http://www.ccr.gov or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. Evaluation factors are as follows: 1)Experience; 2)Past Performance; 3)Past Performance on Utilization of Small Businesses; 4)Subcontracting Narrative; 5)Technical Information; 6) Management; 7)Sustainable Design; 8)Price Proposal and 9)Pro Forma Requirements. The plans and specifications will be available a/o 7 October 2005 and proposal due date will be 17 No vember 2005. This project is available by downloading from the Internet only. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are 486- based personal computer, Microsoft Windows 3.1 or greater and 8 MB application RAM.
