Description
Army Contracting Agency, The Americas intends on procuring maintenance and repair services for Delta Scientific Bollard system for Building 1000 at Fort Sam Houston. This requirement is unrestricted. A single award will be made based on best value. Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The prospective contractor must be registered in the Central Contractor Registration (CCR). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation number W912CL-05-Q-BLLD applies. Statement Of Work Maintenance and Repair of Bollard/Barrier System at Building 1000, Fort Sam Houston Description of Services: The contractor shall furnish all labor, transportation, equipment, materials, tools, supplies, and supervision necessary to perform maintenance and repairs on bollard/barrier systems located at Building 1000, Fort Sam Houston, San Antonio TX. System consists of twenty eight (28) Delta Scientific Hydraulic Bollards (DSC800) and 5 Hydraulic Power Units. The 9 zone system is equipped with emergency vehicle detectors and proximity card readers. The system was accepted 16 September 2 005. 1. Bollard Maintenance 1.1 Maintenance of hydraulic bollard/barrier systems shall be performed in accordance with (IAW) manufacturers current recommendations and specifications (Delta Scientific Corporation Operation and Maintenance Manuals). All work shall be performed by qua lified technicians specifically trained to work on Delta Scientific hydralic barrier systems 1.2 Preventive Maintenance and Repair Work The contractors maintenance and inspection program will be based upon original equipment manufacturers recommendations, contractor expertise and standard industry practices. At a minimum, the contractor will perform quarterly maintenance and inspections. The purpose of this work is to prevent and correct equipment deficiencies, minimize breakdowns and service interruptions, extend bollard/barrier system life and maximize efficient operation. The contractor s hall perform maintenance to bollard systems as prescribed in the applicable manufacturers O&M manual. The contractor shall maintain maintenance and service records for the system and ensure all records are accurate, current, and provided to the Governmen t at the completion of each service. 2. Remedial Repair Service Calls. Remedial repair service calls are those not defined as preventive maintenance and may be in the form of either emergency or non-emergency calls when a bollard/barrier system is non-operational. Remedial repairs shall be free of charge to the Government if warranties apply. All deficiencies shall be corrected during the remedial repair service calls whenever possible or within a maximum of ______________ days. The contractor shall have all equipment and material require d to start work upon arrival at the service location. 2.1. Non-emergency Service Calls. The contractor shall respond on site to non-emergency service calls within _______________business days. 2.2. Emergency Service Calls: The contractor shall respond on site to emergency repair calls within ______________hours following notification. Information required for evaluation: Contractor shall submit (1) price quotes* in contractors format for commercial maintenance agreement (2) brief summary of their qualifications and experience with similar systems to include references with contact inf ormation (3) response time for regular and emergency repairs and (4) Representations and Certifications FAR 52.212-3 and DFAR 252.212-7000. (For copies of these provisions, contact Anne Carroll at anne.carroll@samhouston.army.mil or phone 210-295-6571.) *Price Quotes shall include pricing for for minimum of one (1) annual and three (3) quarterly preventative maintenance inspections; emergen cy and non-emergency repair rates and estimated costs not covered by standard mainenance agreement. The provisions at FAR 52.212-1, Instructions to Offeror Commercial; FAR 52.212-3 and DFAR clause 252.212-7000 apply to this requirement. The following FAR clauses apply to the requirement: FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order Commercial Items and DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acqu isition of Commercial Items. The appropriate clauses will be selected, including FAR 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration and FAR 52.222-41 Service Contract Act of 1965 as Amended. The Office of the Assistant Se cretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. Any contract or receiving an award must comply with reporting requirement by providing information detailed at the following web address: https:\\contractormanpower.army.pentagon.mil. The Government plans to award a single purchase order resulting from this request for quotation. Evaluation: Selection will be based on best value to the government based on price and other non price factors. These include proposed maintenance plan/agreement terms, Experience/Past Performance and response time. Non cost factors are considered equal to price. In the event numerous offers are received in response to this solicitation, the government reserves the right to downselect to a managable number based on responsiveness and initial screening of the quotes recieved.
