- NAICS Code: 334516 Chlorine Dioxide Gas Generation System with Precision Concentration Control This is a combined synopsis/request for quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written RFQ will not be issued. Shipping charges need to be included in price. The NAICS code is 334516. The specifications for the Chlorine Dioxide Gas Generation System with Precision Concentration Control are as follows: The system must have the following specifications: " include instrumentation that will provide precise and accurate real time monitoring of ClO2 concentration, pressure, temperature and relative humidity " measure and control ClO2 gas concentration to within +/- 0.1 mg/L of a preset value " measure and control temperature of the ClO2/N2 gas stream to within +/- 0.3 oC of a preset value " measure relative humidity of the ClO2/N2 gas stream to within +/- 3 % and control relative humidity constant to within +/- 3 % of a preset value " measure pressure within an enclosure to within +/- 1 % of full scale " include programmable logic control to maintain ClO2 concentration, RH, and temperature in a chamber " be able to be operator programmed to control temperature and relative humidity conditions within the following ranges: o temperature from 60 to 95 oF o relative humidity from 40 to 90 % " generate ClO2 using the dry process which produces ClO2 from reaction between chlorine gas (Cl2) in nitrogen and solid reactant such as sodium chlorite; no liquid chemicals are to be used in the ClO2 generation process " be able to generate a gas concentration of 100 mg/L with a throughput of 20 LPM and a maximum input concentration of Cl2 gas of 2% Cl2/N2 " not have feed gas concentration exceeding 2 % Cl2 in N2 due to laboratory constraints " provide 100 % conversion of the inlet Cl2 into ClO2 " be portable " have automated test condition cycling " have a user friendly interface for programming and operation control " have the ability to easily program and keep in system memory multiple test conditions/cycles " have easy to replace solid reactant (e.g., reactant contained in a cartridge) " have detailed, real time data logging/reporting/trending in a format that can be incorporated into readily available software such MS Excel " be listed and labeled by a third party listing agency approved by the North Carolina Building Code Council (NCBCC). (List shall be provided to offerors upon request in writing) " If not listed and labeled by a third party listing agency approved by NCBCC, the contractor shall have, prior to shipping unlisted equipment to the EPA, a field inspection by a NCBCC approved agency (see attachment). The field inspection shall be performed at the manufacturer's place of business and shall be included in the vendor's quotation. If the equipment fails the field inspection, the vendor shall make the necessary changes to meet the listing agency's approval. Installation, Calibration, and Testing The contractor shall provide on-site support for the initial set-up and ensure the initial calibration and demonstration testing of the system at the EPA facility prior to acceptance of the system. Documentation and Drawings The contractor shall supply one (1) set of user manuals for the system. The documentation should include an overview of the process and instructions for operation of the system and programming to user specified conditions (concentration, temperature, relative humidity, and pressure). Delivery Date The completed system shall be delivered no later than 8 weeks after receipt of award. Delivery will be to the EPA facility located at 109 T.W. Alexander Dr., Durham, NC 27711. The system will be stationed in the High Bay Building, Room H-224. FOB point shall be destination. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award). Offers shall provide descriptive technical literature and other documentation as necessary, in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.225-13.
