Description
This is an UNRESTRICTED procurement; all responsible sources may submit an offer. The performance period for this project is 420 calendar days. The North American Industry Classification System (NAICS) code is 236210, Industrial Building Construction , $28.5 M average annual gross revenue for the last three (3) fiscal years. The estimated cost range of this project is between $5,000,000 and $10,000,000. The Government intends to issue this solicitation through the use of the Internet only. Amendments t o this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or paper) will be provided unless the Government determines that it is necessary. It is therefore the contractors responsibility to check the follo wing address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after the Solicitation issuance from the Los Angeles District Contracting Division website at the fo llowing Internet address: https://ebs.spl.usace.army.mil/. All bidders are required to check the Los Angeles District Contracting Division website daily to be notified of any changes to this solicitation. All contractors are encouraged to visit the Armys S ingle Face to Industry (ASFI) website at http://acquisition.army.mil/default.htm to view other business opportunities across the Army or the Federal Businesses Opportunity website at http://www.fedbizopps.gov. Bidders must be registered with the Central Co ntractor Registration (CCR), in order to receive a Government Contract award. To register, the CCR Internet address is: www.ccr.gov. Any prospective bidder interested in bidding on this solicitation must register to be placed on the plan holders list. If y ou are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall register themselves on the Internet via the Los Angeles District Contracting Division website. Eac h bidder, after registering for this solicitation should verify his or her name appears on the Plan holders List for this project. Plans and Specs will be available on or about 11 October 2005. F/A-22 Low Observable (LO) Composite Facility, Nellis AFB, Nevada is for the altering of an aircraft hanger and for installation of an additional LO corrosion control maintenance shop and paint booth. The project will provide reinforced concrete foundatio n, standing seam metal roof, masonry walls, secure work areas, site improvements, landscaping, pavements, communication support, relocation of LO corrosion insert controls, and all other necessary support. Force protection includes reinforced walls and lam inated windows, air conditioning at 10 tons. Both a technical and a price proposal will be required. The basis for award is BEST VALUE - LOWEST PRICED, TECHNICALLY ACCEPTABLE (LPTA). It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. Evaluation factors may consist of the following: past performance and experience on similar contracts, technical approach, methods and procedures, and management. The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 62% with small business, 10% with small disadvantaged business, 10% with woman owned small business, 3% with Veteran owned small business, 3% with severe disabled veteran owned small business and 3% with hub zone small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practi cable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
