- SYNOPSIS NOTE: (1) THE PROPOSED ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.001(a). INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT QUOTES. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. HOWEVER, ALL QUOTES RECEIVED WITHING 45 DAYS (30 DAYS IF AWARD IS ISSUED UNDER AN EXISTING BASIC ORDERING AGREEMENT) AFTER DATE OF THIS POSTING WILL BE REVIEWED BY THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT IN THE FUTURE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED ACTION BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. END NOTE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation that will be made. Competitive quotes are not being requested and a written solicitation will not be issued. See ?Note 22?. The solicitation number is N65538-05-Q-0146, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The associated NAICS code is 513310. This requirement is for the continuation of AT&T CHAIN Enterprise Messaging Network (EMN) services. Line Item 0001, DESCRIPTION: MONTHLY RECURRING COSTS FOR CHAIN EMN SERVICES. THIS LINE ITEM COVERS AFFILIATION MANAGER (17 EA), SUPER USER (5 EA), ENHANCED DESKTOP (49 EA), FEDERATION MANAGER (1 EA), SUPER USER (33 EA) AND ENHANCED DESKTOP (27 EA). Line Item 0001AA is as follows: SAME AS ITEM 0001, Base Quantity, Four Months; Line Item 0001AB is as follows: SAME AS ITEM 0001, Option Quantity One, Four Months. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Quotes are due on 28 SEP 2005, by 4:00 PM EST, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
