- THIS IS CANCELLED IN ITS ENTIRETY. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Reference number FTF32300A000 is hereby issued as a Request for Quotation. This solicitation is 100 percent set-aside for Small Businesses in the local area (50 miles from front gate of Hurlburt Field) and is under North American Industry Classification System Code 561621, with a small business size standard of $10.5 million. The corresponding Standard Industrial Classification code is 7382, Security Systems Services. Hurlburt Field intends to purchase the following contingent upon the availability of funds. If funds do not become available by 30 September 2005 this request is automatically cancelled. Request the following video surveillance support to the 16th Civil Engineering Squadron, Housing Office (CCH). Surveillance of fourteen (14) dormitory buildings are required, Bldg numbers are 90358, 91009, 90334, 90352, 90323, 90322, 90329, 90330, 90503, 90305, 90506, 90367, 90368 and 90369 at Hurlburt Field Florida. NOTE: Bldg 90329 ? Contractor shall only install cameras on the exterior of the building and at the two end stairwells. Bldg 90330 ? Contractor shall not install cameras in the weight room. Contractor shall install cameras in the hallways, landings, and laundry room and on the exterior of the building. General Requirements: Camera locations: Dayrooms (common areas), Laundry rooms, Hallways, Stairwell, Room entrances (landings), and parking lots. All dormitories are three floors with either inside hallways or breezeways. Video storage requirements: Digital video recorder based-system, with minimum of one DVR system per dorm/bldg. Bldgs with separate wings may require two (2) DVRs. Capacity to store a minimum of 30 days of video footage. DVRs will be stored in either the Communication room of each building or the Dorm manager?s office in locked/secured racks either wall or floor mounted and will include a spot monitor (minimum 19? flat screen or desktop). ACCESS: Internet protocol (IP) based access using web browser. Available for access by Commanders, First Sergeants, Housing office and others as deemed appropriate a. Equipment shall support standalone and IP capabilities. LAN/DSL access will be rprovided by the government. b. Bldg wire will be run in conduit c. Camera coverage does not need to be face quality, but must allow for zoom on the Video d. Camera?s must have date and time stamp capability on each frame (legal issue) - Requirement of a minimum of three (3) video cameras in each hallway, minimum of three (3) video cameras in the landing/stairwell areas (1 per floor), minimum of two (2) video cameras per dayroom (common area) and laundry room. Some common areas are broken into smaller rooms and will require more cameras to ensure coverage. Exterior cameras should cover parking areas, and as much of outdoor common areas as possible, grill areas, picnic tables, etc. Outside lighting may be an issue for the exterior cameras in certain areas. Infra red lighting may be included as an option for exterior areas. Warranty: Required minimum commercial 1-year warranty on parts, if extended warranties available please include cost and terms and conditions of warranty. Maintenance: Required maintenance, repair and replacement of cameras as needed. Request estimated prices be submitted for minor repair and replacement of camera?s. Urgent repair/replacement (system down, no visual) - Minimum of 3 hours response time from receipt of call from appropriate base agency. Normal repair/replacement (surveillance at 80% or more) - Minimum 3 (calendar) days (72 hours) from receipt of call from appropriate base agency. SITE VISIT: A site visit will not be scheduled. However if you need to visit the site, please contact Lt Brenda Reckart at 850-884-3269 to coordinate base access. All installation, transportation and insurance costs are required to be included in the quote. Order shall be FOB Destination. GSA items shall be noted as well as the GSA contract number. If quoting ?or equal? items, submit sufficient literature for Subject Matter Experts to perform an effective evaluation. Estimated installation to begin Nov 2005. Progress Payments will be offered. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Technical capability and price are of equal importance. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Apr 2003), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (JUN 2003) applies to this acquisition and is incorporated by reference. Each offeror shall process via ORCA (http://orca.bpn.gov/) the provisions at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (July 2002), with the quotation. A Firm-Fixed-Price Purchase Order will be issued in writing. Submit signed and dated quotations on company letterhead or quotation form, breakout estimated labor and materials by building.
