Description
General Services Administration (GSA) has a need for a contractor to provide all management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, coordinate and assure effective performance of all work for the following repairs and alterations: 1. Interior Building Renovations – Building 1 Interior renovation work includes removal and replacement of four sets of doors and one revolving door. Work will include removal of existing doors, door frames and door hardware. Restoration and reinstallation of existing historic hardware on all doors. Electrical improvements shall include new security systems on doors. 2. Interior Building Renovations – Building 2 a. Basement: Demolition work will include removal of existing 2’-6” thick brick/block separation wall. Interior renovation work includes new steel beam to span opening/support floor. Exit 5: Building addition work involves enclosing existing porch and relocating security station. Demolition work includes removal of existing concrete slab and its supporting brick arch/wood framing floor system; remove existing security area room finishes. New construction shall include floor finishes; new gypsum board, metal stud wall partitions; new suspended ceiling systems; doors, door frames, and door hardware; windows. Mechanical improvements shall include rework of existing supply and return air distribution system including grilles, diffusers and controls in new space. Electrical system improvements shall include rework of existing power distribution systems for new electrical requirements; new lighting systems; relocate existing security systems; new security systems; relocate existing security equipment. Exterior Renovation Work at Exit 5 involves removal of 3 slabs of sidewalk and existing handicap ramp. New work shall include new ramp exit; new concrete sidewalk connecting to new entry doors; rework existing handicap ramp. 3. Doors at Building 2 & 2A: Existing function of door is as an emergency exit. Door shall serve as temporary employee entry and security check point while Exit 5 is under construction. Door function will be converted into exit only upon completion of Exit 5 new work and removal of temporary work. Renovation work will include demolition of existing exterior concrete stairs; removal of existing door, door frame and door hardware. Temporary construction shall include exterior wood ramp; exterior awning; door hardware in compliance with American with Disabilities Act Access; relocation of existing security equipment; new temporary electrical system for security equipment. New construction shall include removal of all temporary items upon completion of Exit 5 work; new concrete steps; new door, door frame and door hardware for emergency exit only use; repair interior finishes. Entry at Building 2B/2C Interior renovation work will include demolition of existing door, door frame and hardware. New work shall include new door, door frame and door hardware for emergency exit use only; new electrical and security systems for door security. Contract completion time for construction is 285 calendar days from receipt of notice to proceed. The estimated range of this project is between $150,000.00 and $550,000.00. This procurement is set aside 100% for Small Businesses in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code is 236220 with a size standard of $28.5 million. This is a negotiated procurement. Best value method will be used to determine awardee. Evaluation factor will consist of past performance and price. Proposals will be opened privately. Request For Proposals will be available on or about June 27, 2005. GSA, PBS, Office of Tenant Operations, will no longer mail hardcopies of the solicitation or issue solicitations via the Federal Business Opportunities website, http://www.fedbizopp.gov. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as FedBizOpps and the Central Contractors Registration (CCR) database, and is available for use by all Federal agencies. In order to obtain information from FedTeDS, you will first be required to register with CCR. The Central Contractor Registration database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be required to register with FedTeDS. No federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL https://www.FedTeDS.gov. You will then be required to access the vendor registration form. At a minimum all vendors must supply the following information: Your Company’s Central Contracting Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from you Company’s CCR Point of Contact) Your Company’s DUNS Number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number), Your Telephone Number, Your E-Mail Address. Also beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors will be required by to use the Online Representations and Certifications Applications (ORCA) in federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain you representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the FedTeDS website for amendment(s), if any, to the solicitation. Offer due date and time for receipt of proposals will be on or about July 27, 2005 at 4:30 PM (Chicago Time). All responses must be submitted to General Services Administration, Public Buildings Service, Office of Tenant Operations, Attn: Mr. Michael Little, Contract Specialist, 610 South Canal, 10th Floor, Chicago, Illinois 60607.
