Description
Description The U.S. Office of Personnel Management (OPM) intends to issue a Request for Proposal (RFP) to provide Business Transformation and Information Technology support services and products for Retirement Systems Modernization?s (RSM?s) existing and future foundation elements and useful segments. The proposed acquisition will be solicited using Full and Open Competition procedures. We will consider all responsible sources that submit a responsive technical and price proposal by the closing time and date of the RFP. OPM anticipates awarding a indefinite delivery/indefinite quantity (ID/IQ) single award contract that allows for firm fixed price delivery orders. The resulting performance-based contract will enable OPM to successfully integrate our defined benefits technology with existing OPM and other federal agency legacy systems; and transform our business operations to efficiently and effectively make use of our modernized systems and digital beneficiary files. By procuring business transformation and information technology services, OPM will improve their support to the beneficiary population by ensuring that retirement benefits are disbursed timely and accurately. We encourage offerors to submit proposals either as a single entity or as part of a team/consortium. The successful offeror will provide business transformation and information technology services to support our administration of the Civil Service Retirement System (CSRS) and the Federal Employees Retirement Systems (FERS). The total set of capabilities to be provided will be determined based upon your submissions and we will weigh the costs, benefits, and risks of your submissions. Your submissions must include the following services, which may be purchased at our discretion: 1. Business Transformation, and 2. Information Technology OPM intends to procure the required services under terms and conditions similar to those used in the private sector. However, we have unique Federal Government regulations and constraints and must ensure that the services we purchase meet the Federal retirement systems? unique characteristics as described in this RFP. Place of Performance: OPM Headquarters is located at the Theodore Roosevelt Building, 1900 E Street, N.W., in Washington DC, and our main storage facility is located in Boyers, Pennsylvania. Primary contractor performance will take place in the Washington D.C. metro area. OPM may provide the successful offeror with office space for a small core team of staff, however the Contractor should be prepared to support project requirements from a Washington DC metro area based office. The Contractor may be required to travel to Boyers, Pennsylvania and other locations in the Continental U.S. Duration of the contract period: The period of performance includes a 12 month base period plus four 12-month option periods. Offeror Question Submissions: OPM will accept and answer questions from offerors after the RFP has been released. The RFP will provide outline the procedures for submitting questions. Pre-Proposal Conference: OPM intends to host a pre-proposal conference not later than two (2) weeks after release of the RFP. The date and time of the conference will be announced when the RFP is released. The pre-proposal conference will provide potential offerors with an overview of the RSM mission, its objectives, its work breakdown structure, current status and desired end-state. You are strongly encouraged to attend this conference. Attending the conference will familiarize you with our operations, infrastructure and business processes, and should help you prepare a more responsive proposal. At least two days prior to the conference, you must email to the OPM point of contact a notice of your intent to attend. Each bidder will be limited to two attendees. Due to security concerns, offerors failing to register will not be allowed to attend. When registering for the conference, all offerors must provide the following information: 1. Your Company Name 2. Single Company Point of Contact (first name, last name, title, telephone, fax, email, and mailing address) 3. Your Company Website 4. List of Attendees (total number of your staff expected to attend the conference, first and last names, titles, social security numbers, U.S. citizenship status (yes or no), telephone, fax, email, and mailing addresses). 5. Your Business Classification Code 6. One-page executive summary of your Company (including a general overview of the services and products you offer) in MS Word format. After we receive your registration information, we will email your Company Point of Contact a Pre-Proposal Conference Registration Packet. The packet will include information related to directions to our facility, hotel/lodging, transportation, special accommodations, and an example agenda. Procurement Timeline: We anticipate issuing the solicitation on or about October 24, 2005. Proposals will be due on or about November 24, 2005 Our award decision will be based on a best value determination. Evaluation Process: OPM intends to award this contract to the responsible offeror whose proposal provides the best value to the Government. Proposals must meet the terms and conditions of this solicitation prior to being evaluated in terms of the technical factors and subfactors.
