- NASA/GSFC is hereby soliciting information about potential sources for services to support the research and development efforts of the Space Geodesy Laboratory. Very Long Baseline Interferometry (VLBI) is one of several space geodesy techniques employed by NASA?s Earth Surface and Interior focus area to provide data for a wide range of geosciences. VLBI measurements define the International Celestial Reference Frame (ICRF) and contribute to the International Terrestrial Reference Frame (ITRF). The Goddard VLBI group is a focal point for the worldwide geodetic/astrometric VLBI community through the Coordinating Center of the IVS (International VLBI Service for Geodesy and Astrometry) and other IVS activities. Specialized scientific support services include: 1) improvement of the VLBI technique through the development of new scheduling methods and analysis models, simulation and optimization of networks, and consultation on new instrumentation designs; 2) comparison and integrated analysis of space geodesy data; 3) preparation of scientific papers, technical reports and programmatic presentations; 4) development, maintenance and documentation of the Field System in collaboration with various network stations; 5) support, training and trouble-shooting of new and existing network stations; 6) coordination and oversight of the geodetic network stations, correlators, data centers, analysis centers and technology development centers through staffing the IVS Coordinating Center, the Coordinating Center Director and the IVS Network Coordinator; 7) support of IVS meetings and publications; 8) planning, scheduling, overseeing, analyzing, distributing and archiving regular and special VLBI observing sessions, such as R1, R&D and RDV; 9) routine generation of VLBI products, including Earth orientation parameters, station positions and velocities, source positions, and time series of station and source positions from 24-hr sessions as well as UT1 from daily intensive sessions; 10) technical liaison services with various organizations cooperating with the IVS and NASA space geodesy programs; 11) development and maintenance of specialized VLBI processing, calibration, analysis, visualization and data handling software; and 12) computer system management and maintenance. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime contractor); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact-address and phone number). Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes. It is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses. All responses shall be submitted to Antwan Reid no later than October 6, 2005.
