- The Southwestern Region of the U.S. Army Corps of Engineers is seeking information on the availability and capabilities of local small and other small business contractors who could provide supplemental assistance in handling mission requirements ass igned to the Corps of Engineers in support of disaster relief efforts associated with Hurricane Rita, as well as other hurricane relief efforts that could result from hurricanes hitting along the Gulf Cost and coming inland during the remainder of the 2005 hurricane season. The Corps of Engineers has some pre-positioned contracts for such commodities/services as ice, power generators, water, temporary roofing/housing, and debris removal. However, this market research effort is sought to increase our aware ness of, and opportunities for, local small and other small business resources that could assist in the event the existing emergency contract capacities/capabilities are exceeded, as well as to have a cadre of local small and other small business contracto rs who can respond to additional mission assignments in other relief areas. It is envisioned that due to the timeframe needed to respond to the emergency situations, limited competitive procurement procedures will need to be utilized for actions not issu ed under existing emergency contracts. Where opportunities for full and open competition exist, we will utilize that procurement process. As part of this process, we are seeking information about local small and other small businesses that are capable of providing various services that could be envisioned under a hurricane relief effort. Information from other than local small or other smal l businesses will not be considered. Please note that this is a market survey for informational purposes only and is not a Request for Proposals (RFP). There is no solicitation document available; no contract will be awarded based on this announcement; n o reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. All responses must be submitted via email in accordance with the instructions that fol low. If you are a local small or other small business, please provide the requested information and answer the below questions for each of the following potentially required services or other services that could be requested under a hurricane relief effort: (1) Temporary Roofing/Housing; (2) Debris Removal, (3) Dredging, (4) Power Generation Support, (5) Water, (6) Ice, (7) Quality Assurance personnel for assessing Roofing and Debris impacts as well as assisting during performance of recovery work. Market Research Information/Questions: (1) Company name, address, phone number, point of contact, and email address (2) Small business size status (small, small disadvantaged, 8(a), HUBZone, etc.) (3) Describe your capabilities (personnel and equipment) and the services you provide (4) Where applicable, what is your experience/past performance related to the performance of each of the above required services? (5) Where applicable, please specify your capacity and capability to perform each of the above services. (6) Where applicable, please provide the timeframe within which your firm could respond to a request for proposal and timeframe to mobilize/begin operation. (7) Where applicable, please address your sustainability in performing each of the above services over a period of time. (8) How long would your firm/company be willing to commit to performing any of the above services for this effort? (9) If there are other areas that you have previously provided hurricane relief services, please address what they are and provide the answers to the above questions for those same services.
