- The Bureau of Prisons is seeking quotes from sources having the ability to provide community based outpatient assessment and counseling services for male and female Federal offenders held under authority of United States Statutes located in the vicinity of 901 South Miller Street, Mitchell, South Dakota or as defined within the boundaries North of I-90 (I-90 being the limit to the South of the area of services); South of West Hanson Street and the Burlington Southern Santa Fe Rail Road track (these are the limits to the North of the area for services); to the West of the area of services, Ohlman Street (Highway 38) is the limit; and to the East, Sanborn Street is the limit, Mitchell (Davison County) South Dakota area and accessible to a local public bus transportation route. Performance period under this contract will be for a one year base period to begin on December 1, 2005 with four one year option periods with service ending (if all option years are renewed ) on November 30, 2010. The services required for this contract include Line Item 1: Base Period, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year, Estimated Number of Inmates 10: (1) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 10 inmates = 480 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 10 inmates = 720 total units; (1) Mental Health Intake Assessment and Report (1 assessment and report per inmate); (1) Medication Monitoring (1 unit per inmate). Option Year One, Estimated Number of Inmates 11: (1) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 11 inmates = 528 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 11 inmates = 792 total units; (1) Mental Health Intake Assessment and Report (1 assessment and report per inmate); (2) Medication Monitoring (2 unit per inmate). Option Year Two, Estimated Number of Inmates 12: (1) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 12 inmates = 576 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 12 inmates = 864 total units; (1) Mental Health Intake Assessment and Report (1 assessment and report per inmate); (1) Medication Monitoring (1 unit per inmate). Option Year Three, Estimated Number of Inmates 13: (1) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 13 inmates = 624 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 13 inmates = 936 total units; (1) Mental Health Intake Assessment and Report (1 assessment and report per inmate); (1) Medication Monitoring (1 unit per inmate). Option Year Four, Estimated Number of Inmates 14: (1) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 14 inmates = 672 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 14 inmates = 1,008 total units; (1) Mental Health Intake Assessment and Report (1 assessment and report per inmate); (1) Medication Monitoring (1 unit per inmate). The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated August 2005. The solicitation will be available on or after October 3, 2005 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. The estimated closing date is on or about November 3, 2005.
