- The NATO Maintenance and Supply Agency (NAMSA) has a requirement for engineering services for the ISAF Headquarters in Afghanistan. The Engineer Services Contract will provide engineering consultation, design, investigative support, inspection and assessment, technical project management services, as well as engineering material and equipment support, in a multi-year contract which includes as combination of fixed price and indefinite quantity provisions. The contractor performs identified recurring work under the fixed price portion of the contract, as well as maintaining a capability to execute indefinite quantity orders for specific items of additional work which may be required by HQ ISAF, and are funded through normal NATO Security Investment Program (NSIP) project authorizations. Essential elements of this contracted support capability include: Fixed Price work: Providing permanent on-site Professional Consultation Services staff for ISAF HQ to include: 1. Assist in the creation of infrastructure development plans across the ISAF AOR. 2. Provide cost estimates for proposed work in support of Project Submission Requests (PSR) and Statement of Requirements (SOR) 3. Assist ISAF Purchasing and Contracting with information to maintain a library of contractors available for projects, and manufacturer?s literature for use by the HQ. Regular on-site recurring engineering inspections and assessments to include Joint Formal Acceptance Inspections upon the conclusion of NSIP projects. Facility condition assessments. Creating and maintaining site profiles and utility drawings utilizing AUTOCAD brand software. Indefinite Quantity Work, will include: Work descriptions and partial designs for projects to allow contractors to provide the final design. Contract specification (technical) development Field surveys Project management (construction) Deployed and stored bridge inspections (if required) Rapid Response emergency infrastructures inspection and assessment Material/construction testing Material and equipment delivery tracking An initial mobilization cost (first year only), a surge capability (pre-determined number of qualified man-hours for a certain period) and the provision of essential designing and project management tools (hardware and software) are also part of the proposal. Cost Estimate: The estimated value for this contract is 1,064, 910.00 euros or approximately $1.3 million. NAMSA serves as the Host Nation for this project, which was fully authorized by the Infrastructure Committee under one-step bidding procedure. The reference of the Invitation for this ICB to be issued is ICB/ISAF/ENG 071 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the reference ICB-NAMSA-ISAF-ENG 071. ELIGIBILITY Firms interested in competitive bidding are only eligible to compete if they have been properly screened and have been licensed to execute NATO contracts. Interested firms must be nominated by their National Authorities with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. In addition, potential bidders shall not be entitled to claim any financial or other compensation, or any reimbursement for the costs, expenses or damages they may have incurred in connection with the participation in this international competitive bidding process. IMPORTANT DEADLINES 1. Final date for the U.S. Mission to NATO to submit a Declaration of Eligibility (nomination letter) on your behalf: 20 October 2005. 2. Anticipated date bidders conference date : 2 November 2005 3. The anticipated closing date for receipt of bids is scheduled for 5 December 2005. 4. The date considered for placing the order is 16 December 2005. CERTIFICATION THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. HOWEVER, ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. The contracting entity is the NATO Maintenance and Supply Agency (NAMSA) . Only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Mission to NATO, which will in turn provide the Declaration of Eligibility to the contracting entity.
