- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The solicitation number is HSFEHQ-05-R-4162. 3. This is a request for quotation (RFQ). 4. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 dated August 26, 2005. 5. The award is set aside for small business and the associated NAICS code is 332439 Other Metal Container Manufacturing and small business size standard is 500 employees. 6. Items 0001 through 0004 shall be water and wind tight and shall be in unrefurbished condition. 8. Deliver and acceptance shall be FOB Destination to destinations listed for each CLIN. 9. All deliveries shall be made at not more than 20 units per week at each of the two destinations (Selma, AL, Cumberland, MD) and the final delivery shall be completed on or before October 31, 2005. 10. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See www.acq.net for full text. 11. The government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and is the lowest priced technically acceptable offer. 12. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 13. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and will be incorporated by reference into the resulting contract. No addenda to the clause will be incorporated into the contract. 14. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. No other FAR or Department of Homeland Security Regulations (HSAR) are applicable to the acquisition. 15. There are no other additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) that will be included in this award. 16. A statement regarding the Defense Priorities and Allocations System (DPAS) and assigned rating, if applicable. 17.
