Description
The NASA/KSC Shuttle Processing Directorate Ice Debris Team requires a Piranha Video System to serve as an integral part of NASA's current image analysis operations, in support of the Return-to-Flight Camera Project. The required Piranha Video System shall control a wide variety of audio/video recorders and players, read and write a wide range of audio/visual file types, and be compatible with NASA's existing Piranha system. This Piranha Video System shall include but is not limited to: an IFX Image Processing Software System (High-Definition Input/Output); an SGI Hardware System (High-Definition Input/Output); a Piranha Cinema Fibre Storage Sub-System and; various cables and audio converters. The contractor shall provide installation integration and training for the subject Piranha Video System, in addition to SGI Hardware Support, and three (3) years of IFX Software Services (all modules). NASA/KSC intends to purchase the subject requirement on a sole-source basis from Cinesys Inc., through the authority of Section 4202 of the Clinger-Cohen Act of 1996 for actions IAW FAR 13.5. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via e-mail to Krista Y. Jensen, Contracting Officer, not later than 4:30 p.m. local time on September 21, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
