Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please respond by providing a proposal response for the Statement of Work to micaela.bowers1@us.army.mil by 3:00 p.m. EST for the following: STATEMENT OF WORK 1. Task Order Title. The Effect of Computer-Based Problem Knowledge Couplers on the Development of Diagnostic Skills of Medical Students 2. Objective. The Department of Health Affairs is looking for ways to provide consistent health care to soldiers and other Department of Defense (DoD) beneficiaries. Use of automation tools, such as the problem knowledge coupler, extends a health care prov iders basic fund of knowledge and enables a more comprehensive differential diagnosis. Unlike other computer-based diagnostic tools that analyze only the information that is entered into the machine to make a diagnosis, the Problem Knowledge Coupler (PKC ) actually suggests information through cross referencing and categorizes the information in order of statistical signifigance. There is no comparable medical history taking or medical recording keeping tool to date. Utilization of the problem knowledge c oupler as a teaching tool may be the answer to the lack of time to teach critical areas in depth. It lends itself well to current educational tools such as problems-based learning. Currently, (PKC) is being used as a tool to collect comprehensive historical patient information in order to assist diagnosis and management in primary clinical medical situations. Pilot projects are now in place in medical clinics at Fort Knox, KY and May port Navy Base, FL. If this tool will become part of the system in which the military/federal trainee or student will work, then it should be also an instrument of their education. In fact, it may become an alternative to the limited didactic teaching of an already crammed clinical rotation. The objective of this proposal is to validate the PKC as a teaching tool as well as a data collections system. 3. Scope. The contractor will : a. procure hardware, software, and expendibles necessary to complete the project; b. facilitate trainee/student evaluation; c. collate and statistically analyze data. 4. Specific Tasks 4.1 Task 1 Procure hardware, software, and expendibles necessary to complete the project. 4.2 Task 2 Facilitate trainee/student evaluation through: a. the development of an on-line (down-loadable) i.e. a multiple choice examination; b. the procurement and instruction of personnel who will administer the objective structured clinical exam ination; c. coordination with participants and coordinators from the various contributing institutions. 4.3 Task 3 Collate and statistically analyze data, i.e. the evaluations from the project participants, i.e. trainees/students. 4.4 Task 4 Prepare a preliminary report of the statistical analysis of 4.3. 5. Period of Performance. One year from date of award. 6. Information Security. This task is unclassified, however, the Contractor shall retain all data in strictest confidence and prevent the unauthorized duplication, use, and disclosure of information. The contractor shall follow the Fort Detrick, MRMC, and TATRC security regulatio ns and procedures. Contractor personnel and subcontractors assigned to this project shall not require access to classified information. The Contractor and subcontractors will ensure that all personnel exposed to data that is subject to the Privacy Act of 1974 and HIPAA regulations are required to take appropriate action to prevent disclosure of this information. All data received, processed, evaluated, loaded, and/or created as a result of this award shall remain the sole property of the Government and must be returned to the Governement at the conclusion of the contract unless the contracting officer grants excep tion. In addition, the contractor is prohibited from appropriation, disclosure, or unauthorized use of proprietary information tht is acquired in the execution of this contract. All products including files, software, and other information that are developed or produced during the period of performance are the property of the Government and must be returned unless the Government expressly grants the Contractor permission to retain the materials for continued development or publication. The Contractor will not divulge any information about files, data, processing activities or functions, user IDs, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. The Contractor personne l will abide by all TATRC rules, procedures, and standards of conduct. 8. Packaging, Packing, and Shipping Instructions. Data and correspondence submitted shall reference: a. The government end user agency. b. The contract number All correspondence will be addressed to the technical POC at the address below. 9. Inspection and Acceptance Criteria. Final inspection and acceptance of all work performed, reports, and other deliverables will be performed at the place of delivery. 10. Post-Award Administration. Prime Contractor performance will be monitored through formal written Monthly Status Reports and updates at routine staff mettings.
