Description
The United States Army Tank-automotive and Armaments Command-Picatinny Arsenal TACOM-Picatinny, Picatinny Center for Contracting and Commerce (PC3) in support of the Armament, Research, Development, and Engineering Center (ARDEC) requires three (3) commercial-off-the-shelf antenna masts that are rugged, lightweight, and low maintenance. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. These requirements are detailed below as required capabilities. Solicitation number W15QKN-05-T-0835 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and Class Deviation 2005-o00001. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible. Offerors may be authorized dealers or resellers of the product that they are offering to the Government. FOB is destination, US Army-Picatinny Arsenal, Attn: AMSRD-AAR-QES-D, Dr, Paul Wilson, Bldg. 92, Picatinny Arsenal, NJ 07806. Delivery is to be within thirty (30) days after contract award. The Government intends to award from this solicitation to the lowest price responsible offeror proposing a product that meets or exceeds the specifications below, with the selection criterion is listed in order of importance: Performance, Schedule, and Cost. In (I) Performance the mast shall exceed the following minimum Performance Criteria listed in order of importance: (1) deployment height 8m, (2) deployment load (payload) 30 pounds, (3) directional control of payload, (4) deployable via commercial airliners, (5) mast and tripod weight 30 pounds, (6) total kit weight with transport container 65 pounds, (7) one man operation, (8) deployment and recovery time less than ten man-minutes each, (9) ruggedized with no need for external supports, (10) additional mount upgrades with 24" or greater extension arms or bolster plates, (11) winching system available, (12) secondary guying kit, and (13) operational in temperature ranges of -60C to 60C, shock and vibration specifications found in MIL-STD-810E. For (II) Schedule the Government desires delivery to be made within thirty (30) days of contract award. Offeror???s unable to meet the required delivery date will be disqualified and not considered eligible for award. The following provisions apply to this acquisition: 52.212-1, Evaluation -Commercial Items, the evaluation procedures to be used are: must be technically acceptable and price. Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with its offer. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices.
