Description
The United States Department of Labor is conducting market research for an upcoming procurement requirement entitled ?CASE TRACKING SUPPORT SERVICES?, for the Office of Administrative Law Judges (ALJ). This Request for Information (RFI No. DOL059RI20133) requires interested vendors to indicate their ability to fulfill the requirements that are stipulated in the attached DRAFT Statement of Work (SOW). All interested parties who believe they meet this requirement are invited to submit in writing, within 12 days of the publication of this sources sought notice, complete information describing their ability to provide the services stated within the attached DRAFT SOW. Vendor?s interested in performing this project must submit a Statement of Qualifications / Capabilities Statement which identifies the vendor?s experience in the field of work described in the attached DRAFT SOW. The Statement of Qualifications and Past Performance Package must be transmitted under a cover letter. The Cover Letter must cite the following information at a minimum: 1.) Response to RFI No. DOL059RI20133; 2.) Vendor?s Company Name, Address, Contact Person Information; 3.) Vendor?s DUNS Number; 4.) Business Size Standard/Classification. The closing date for the receipt of responses is September 26, 2005, at 3:00 p.m. Eastern Standard Time. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make award to an 8 (a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. DRAFT STATEMENT OF WORK ?CASE TRACKING SUPPORT SERVICES? INTRODUCTION OALJ presides over formal hearings arising from over 80 separate labor-related statutes and regulations, with most of the work concerning the Black Lung Benefits Act and the Longshore and Harbor Workers? Compensation Act. OALJ judges and their support staff use the Case Tracking System (CTS) which is a ?Case Management? solution to manage OALJ cases through their life cycle. The life cycle of an OALJ case starts with the initial filing, it then runs through to the rendering of a judges? final decision which closes the case. The CTS user has the ability to add and retrieve information related to cases such as documents served, case status and case location, etc. The CTS produces a variety of management reports that provide case area managers with information pertaining to their caseloads. The current CTS system is composed of the following interrelated application modules that are GOTS products:  Web Access Application: Provides the User interface to the Case Tracking Application and core functions of electronic case management, event tracking, queries, and reporting.  DMS: Web Application that issues a case document and its associated service sheet, creates the service sheet document, creates PDF electronic versions of the case document and service sheet and attaches the PDF files to the case record.  Electronic Service: Delivery of all judge issued documents electronically via e-mail to parties in OALJ cases with a secure link for pick-up of the document and service sheet. These parties to the cases are both government and citizens.  Web File: A collection of SQL Server Jobs that publishes Case Decision documents that are identified as being within FIOA regulations to be published to the OALJ Public Web Site.  CaseLink: A ColdFusion Application that ?links? a document file that is not already stored within CTS to an existing Case Event. The CaseLink module loads a document into CTS to an existing case event.  DMS Search: A Search Engine on the OALJ Public Web Site that facilitates the public?s retrieval of case decision documents. SCOPE OF WORK 1. Technical End User Support ? Contractor personnel shall provide direct (one-on-one) end user support to all users of the CTS or as directed by OALJ. This would include insuring database connectivity, resolving problems with accessing specific files that the user would attempting to process via the Document Management System (DMS), which is a module of the CTS. 2. Data Investigation & Clean-up ? Contractor personnel shall provide data analysis, investigation, and data clean-up activity to improve the data consistency of the CTS system as directed by OALJ. To perform these task personnel must be experienced in MS SQL 2000 and be particularly familiar with all the business rules that apply to the CTS and how they interrelate to each other. 3. Security and Patch Management (Hardware & System Software) ? Contractor personnel shall be able to provide support to the Database (MS SQL 2000), servers operating system (OS) and Web Server system software. Including the installation of security updates that helps maintain the system?s high operational and security state both in production and in the test lab environments. Contractors must be familiar with software vendor update cycles and be able to schedule off duty-hours upgrades. Be able to verbalize and prepare a ?Network Change Request?, to be approved on time to deploy the required updates in a timely basis and with minimal disruption of operations. 4. Minor Maintenance Issues - Contractor personnel shall provide resolution to system issues; perform approved timely change releases in order to maintain the CTS in a high level of operational availability and functionality. a. Contractor must be able to determine the problem at hand with a personal dialogue with the user and then solve the problem within a four (4) hour window. b. Otherwise, a modification request must be started. Notification to all CTS users must be completed within a two hour window after determining that a maintenance issue can not be resolved by the time limits denoted in ?a? above. 5. SQL Server DBA - Contractor personnel shall provide Database Administration services to maintain a secure, highly available, and high performing system. The duties will include: a. Performance checks of all four (4) MS SQL 2000 servers, IAW the OALJ and Microsoft procedures for database maintenance. b. Write ?stored procedures? as needed and maintain or update the procedures currently in use. c. Provide database research as requested by the database administrator, including detail reports and recommendations on making live changes to the database. 6. Technical Documentation - Contractor personnel shall provide documentation services as required to maintain the technical and user documentation of the CTS system. Must be able to maintain existing documentation and add documentation that reflects any changes made to the CTS. 7. Management & Administration (Project Manager) ? Contractor personnel shall provide Task Management, Configuration Management, and other services to effectively provide the CTS support services to OALJ. Contractor must be able to attend weekly staff meetings and provide updates on the status of the CTS and any pending updates. Must coordinate with the Database Administrator the testing of upgrades in the lab and ensure a logical timetable to put changes into production. 8. Application Maintenance - Contractor personnel shall provide application consulting services, and develop and deploy CTS system changes to accommodate changing business requirements, as directed by OALJ. These system changes will be done via a task order where the contractor will specify the number of hours required to implement the change, including the development of detail requirements, development, security, test and implement into production. 9. Module Integration Services ? Contractor shall provide for, and oversee the integration of all CTS modules and interfaces. Contractor must be able to coordinate with agency personnel and other contractors for the efficient implementation of modules and updates. QUALIFICATION REQUIREMENTS FOR LABOR CATEGORIES: Offerors shall submit resumes of the persons who will be working on the contract. These persons must meet or exceed the following qualifications by labor category. The contract award will be based on the persons whom the Offeror submitted resumes. If the Offeror wishes to change the persons assigned to each labor category to work on the contract, those persons must meet or exceed the following qualifications and be acceptable to the Agency (Office of Administrative Law Judges). Database Administrator (DBA) - Direct experience relating to the Contractor Requirements as specified in this RFQ including having worked on a ?Case Management? System Database (MS SQL 2000) Health Monitoring and remediation Database (MS SQL 2000) Security Management Database (MS SQL 2000) Backup and Recovery Monitoring and Management Database (MS SQL 2000) Patch Management and installation Database (MS SQL 2000) storage space management Managed Database (MS SQL 2000) growth Manage backup and temporary file space usage De-fragmentation of storage space Monitoring and management of deadlocked processes Database (MS SQL 2000) Performance Monitoring and Tuning. Monitor Query patterns Re-indexing of tables to facilitate performance optimization Re-write of queries and stored procedures to optimized performance Ad-Hoc Query Support Application data design support Systems Architect & Developer Direct experience relating to the Contractor Requirements as specified in this RFQ including having worked on a ?Case Management? System Application architecture design. Database (MS SQL 2000) centric transaction design and development. Large scale, multi-user transaction design and development Legacy application support (Visual FoxPro versions 6, and 7) .NET Web Application development, minimum 5 years experience, C# and VBA .NET developer must demonstrate the completion or development of at least one (1) Microsoft .NET Web Application. This contractor must have Microsoft .NET Web Application certification dated prior to RFQ issuance. (A copy of this certificate is required). .NET Crystal Reports development Project Manager  Direct experience relating to the Contractor Requirements as specified in this RFQ including having worked on a ?Case Management? System  Application Consulting  Matter Management  Strategic Planning  Program Management  Configuration Management  Architecture  Requirements  Design  Development  Deployment  Production and User support (1st, 2nd, and 3rd level support) OFFERORS? BUSINESS QUALIFICATION REQUIREMENTS To reduce the steep learning curve and provide the Government with quality services, listed below are the Business Qualifications an Offeror must meet: 1. Minimum of 5 years experience, with the policies, procedures and operations of a Federal adjudicatory agency such as Administrative Law Judges. 2. Minimum of 5 years, in developing, deploying, and operating, mission critical, data and document centric, transaction oriented web browser based applications in a Microsoft operating environment. 3. Must be Microsoft Certified Solutions Partner. 5. A minimum of two similar size and scope ?Case Management? solutions in production and current operation at Federal agencies, with contact information for references (see Item 11 ? Past Performance). 6. Must be able to demonstrate, by sample work in the federal government, the achievement ?of first-time quality in developed applications?. No re-work done to get applications to work as desired. Need to provide factual references. 7. Data Center Operations, minimum of 5 years experience. Be able to provide concrete recommendations for data center operations and disaster recovery. 8. Hosted Web application operations experience for a minimum of 5 years. (i.e., the contractor has experience operating and using the software applications they develop ? ?eat your own dog food?) 9. Developed Hosted Web applications in use by customers for over 5 years
