Description
FORMAL NOTICE OF PERFORMANCE DECISION FOR AN A76 COMPETITIVE SOURCING STUDY. This announcement constitutes a notice of a Performance Decision and completion of a Standard A-76 Competitive Sourcing Study conducted by the Program Support Center, DHHS. The study period was from November 1, 2004, through September 9, 2005, FBO Reference Number A76PSCHRSEAD/RFP Number HHSP2332006L000070. Based upon the results of a Request for Proposal (RFP) conducted under FAR Part 15, the services studied will be retained in house for performance by the Government?s Most Efficient Organization (MEO) resulting from an Agency Tender Offer (ATO). The RFP was issued on an unrestricted basis, under a lowest price, technically acceptable solicitation process. The scope of the Standard Competition study included 79 incumbent Government FTEs and 12 contract support FTEs located in Silver Spring and Rockville, MD. The functions studied included information technology and systems operations support services. The purpose of the A-76 study was to determine the least costly and most efficient method of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities", which sets forth the general policy of the Government to achieve economy and enhance productivity. The review was conducted in accordance with OMB Circular A-76 revised May 2003. The designated Competitive Sourcing Official (CSO) is Phil VanLandingham, the Agency Tender Official (ATO) is Carol Arbogast and the Contracting Officer (CO) is Michele Trotter. This synopsis also announces the beginning of the public review process. The public review period will last 30 days from the date this synopsis is published. Directly interested parties with questions relative to this study must contact the Contracting Officer at the email address below. Directly interested parties consists of only the Agency Tender Official and an individual appointed by a majority of directly affected employees as their agent. No telephone or facsimile inquiries will be accepted.
