Description
NASA/MSFC has a requirement for the following items: Item 1- Electrolyte "A" should have the following formulation: 1.0 M LiPF6 EC+DEC+DMC (1:1:1 v/v %) Item 2- Electrolyte "B" should have the following formulation: 1.0 M LiPF6 EC+DEC+DMC+EMC (1:1:1:3 v/v %) Item 3- Electrolyte "C" should have the following formulation: 1.0 M LiPF6 EC+EMC (1:4 v/v %) NASA/MSFC intends to purchase the items from SAFT America, Inc. The reason for going to the above company is 1) it has been determined that SAFT America, Inc is one of two viable known source of adequately-sized that manufacture hermetically-sealed lithium-ion cells, 2) Marshall Space Flight Center will procure the battery cells from SAFT America and JPL will procure battery cells from Lithion, 3) All known viable vendors will be utiliized. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 21, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
