- NASA/DFRC has a requirement for the following tasks: 1). The contractor shall develop implementation procedures for installing the TAPS algorithms developed under the TPAWS program into at least one type aircradt different from the fleet types currently installed with the TAPS algorithms (Boeing 737-800, Boeing 767-300ER, and Bowing 767-400ER). 2). The contractor shall develop a prototype cockpit display for TAPS reports. 3). The contractor shall develop enhancements to the Enhanced Turbulencr (E-Turb) radar software on Delta Air Lines B-737-800 ship 3708 based on lessons learned from the System Technology Evaluation Program (STEP) conducted under TPAWS. NASA/DFRC intends to purchase the items/services from AeroTech Research USA, 11836 Fishing PT Drive, Newport News, Virginia 23606-4507. This is a follow-on effort for R&D support services with AeroTech Research for the continued development of the turbulence research plan. Award to any other sources would result in 1). Substantial duplication of cost to the Government that is not expected to be recovered through completition and unacceptable delays in fulfilling the Agency's requirements. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on ____9/28/05______. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
