Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation s are being requested and a written solicitation will not be issued. SOLICITATION # W9127S-05-T-0134 is issued as a Request for Quotation (RFQ) by the Little Rock District Corps of Engineers, , 700 West Capitol, Room 7126, Little Rock, AR 72203-0867.The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The NAICS code for this acquisition is 334515 and is 100-percent set-aside for small business. Quotations are due September 22, 2005 at 2:00 pm. Central Time. All Documents required for the offer submittal, including amendments to the offer submittal can be either via paper medium, electronic or faxed at 501-324-5196. Offerors are advised that only offers submitted on a firm fixed pr ice basis will be considered and that offers submitted on other than a firm fixed price basis will be rejected. Award will be made on the basis of price alone. Quotations are sought for the following Contract Line Items (CLIN): CLIN 0001 (1-each) rel ay test set as specified below:. General Requirements This document contains the requirements for a new three phase protective relay test set for field usage. The system shall consist of three solid-state regulated voltage sources and six solid-state regulated current sources. Voltage sources convertible t o current sources will be considered acceptable substitutes for 3 of the required 6 current sources, provided the current outputs of the convertible sources meet the requirements below. The test set shall be capable of being powered by a single phase, 12 0 volt, 60Hz source (grounded or ungrounded) without use of external adapters. All exposed metal or conducting surfaces shall be grounded. The test set shall be capable of control by computer interface and manual control. Provide software with communication RS 232 and 10Base T Ethernet ports and cables for connections to computers. Provide all control software for both manual and computer control. The software shall provide the ability to access test database information and to print test results (MS word format). Computer software must be compatible with Windows XP. Manual controls shall have digital readouts (3-1/2 digit minimum res olution). Currents, voltages, and timers shall be capable of being started and stopped individually or simultaneously. The system shall have the capability to store 150,000 digital samples for DFR playback. The test set shall be portable and of rugged construction. All components (excluding external leads and connectors) shall be in a single enclosure weighing a maximum of 50 pounds. The equipment shall be suitable for operating temperature of 0 to 50 degrees C and up to 90% relative humidity. The test system shall be certified to meet ANSI-C39.5 and UL-1244. Equipment must be calibrated per NIST standards. AC Channels 1) Variable AC channels shall be provided for simultaneously producing 3 currents and 3 voltages, or simultaneously producing 6 currents. Convertible channels are acceptable. All channels shall have a minimum accuracy of 0.1%. 2) Each AC channel shall be electrically isolated from all other channels and from ground. 3) 3 of the AC current channels shall be capable of producing a minimum of 25 amps and 150VA with a resolution of 0.01 amps. The remaining 3 AC current channels shall be capable of producing a minimum of 5 amps and 150VA with a resolution of 0.01 amps. 4) AC voltage channels shall be capable of producing a minimum of 250 volts and 150VA with a resolution of 0.1 volts. 5) All AC channels shall be capable of producing the required amps, volts, and VA in the frequency range of 0.01 to 1000 Hz, with 0.01Hz resolution. 6) T he phase angle of all AC channels shall be variable from 0.0 to 359.9 degrees with 0.1 degree resolution. DC Channels 1) A minimum of 1 variable DC voltage channel and 1 variable DC current channel shall be provided. If the AC channels provided have DC capability, separate DC channels are not required, but the DC specifications in this section must be met. 2) Each DC channel shall be electrically isolated from all other channels and from ground. 3) Variable DC current and voltage channels shall have a minimum accuracy of 0.25%. 4) The variable DC current channel shall be capable of producing a minimum of 25 amps and 150W with a resolution of 0.01 amps. 5) The variable DC voltage channel shall be capable of producing a minimum of 250 volts and 150W with a resolution of 0.1 volts. Battery Simulation A battery simulator shall be provided in addition to the AC and DC channels described above. The battery simulator shall have a capacity of 50W and voltage settings of 24, 48, and 125VDC as a minimum. Timer A timer shall be provided which can be started or stopped by any channel, an external dry contact, or an external voltage source (AC or DC) in the range of 5 to 150V. Timer start and stop shall be capable of being initiated from the same or separate sour ces. The timer range shall be at least 0 to 5000 seconds with a resolution of .01 seconds. Time values shall be capable of being displayed in either seconds or cycles. Leads and Connectors A complete set of leads and connectors shall be provided to allow simultaneous operation of all channels, battery simulator, and timer at maximum capacity. A power cable of suitable capacity shall also be provided for 120 volt, 60Hz input power. The pow er cable shall contain a grounding conductor. The power cable shall have plug type connectors. Products The Relay Test Set shall be Doble F6150 or Megger MPRT or approved equal. O&M Manuals Two Operation And Maintenance Manuals shall be delivered with the Relay Test Set Deliver FOB Destination To: US. Army Corps of Engineers; Mountain Home Project Office; 324 West 7th Street; Mountain Home Arkansas 72653. The delivery shall be within 7 days of the receipt of the award. Deliveries shall be made Monday through Thursday. Deliveries arrangements shall be made by calling 870-431-5391.
