Description
I. Introduction A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are be ing requested, as a written solicitation will not be issued. B. The United States Army Tank and Automotive Research, Development and Engineering center (TARDEC) in Warren, Michigan intends to negotiate solely with SEA Limited at Columbus, Ohio, to upgrade the existing Vehicle Inertial Properties Evaluation Rig (VIPE R) computer to a newer higher performing laptop system. SEA is the original manufacturer of the VIPER, utilizing embedded proprietary software to post-process VIPER data. This is a continuation of licensing and support from the original source, as descri bed in Federal Acquisition Regulations (FAR) Part 6.302-1. C. The combined Synopsis/Request number is AMSRDT-AR-3-0505. D. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. E. This acquisition is not set aside for small business. The NAICS code applicable to this acquisition is 541330, Engineering Services. F. Basis for Award - The following factors shall be used to evaluate offers: i. Technical capability of the equipment to meet the Governments requirement and ii. Price II. General The United States Army Tank and Automotive Research, Development and Engineering center (TARDEC) in Warren, Michigan has a requirement to purchase an upgrade for the existing Vehicle Inertial Properties Evaluation Rig (VIPER) computer to a newer higher per forming laptop system, to include the following requirements: SEA, the original manufacturer of the VIPER, shall utilize embedded proprietary software to post-process VIPER data, includiing data acquisition cards, signal conditions, computer electronics, and associated software to enable the technical function and management of the VIPER on a coupled laptop system Streamless migration of the VIPER software, applicable licenses for using VIPER, related hardware, and associated boards to a Toshiba Tecra M3-S331 with MS MBL Office Pro Ent 2003 laptop software system. Software integration testing and data acquisition system testing on the laptop computer III. Submittal instructions: A. The quotation shall be submitted electronically to garrett.bagat@us.army.mil no later than 12:00 noon EST on September 16, 2005. Quotations shall all be in English (American Standard) language and denominated in U.S. dollars. Quotation shall include s hipping and delivery schedule. This will be a firm fixed price contract and quotations shall be made accordingly. In the event that we select your quotation for award, we will send out a contract incorporating the above terms and conditions, and particul ars of your quotation. US Army Tank-automotive and Armaments Command (TACOM) reserves the right to seek clarification on any aspect of your quotation. B. This acquisition is unrated under the Defense Priorities and Allocations System (DPAS). C. Contractors must be listed in the Central Contractor Registry prior to receiving an award.
