Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposals, W91248-03-R-0014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. Acquisition is Unrestricted. The NAICS Code is 336211 and the small business size standard is 1,000 employees. Items and quantities required are (1) Truck 2006 IHC 4300 (modified to Wrecker Vulcan V30), Size: Medium Duty (capable of towing and recovery operations), Type Engine: Diesel, Type Transmission: Automatic, Type Drive: 4X2 Wheel Drive, Truck Chassis: 25,000 to 35,000 lbs. ; and (2) Bed, Modified to Wrecker, Vulcan 30, Vulcan Part Number 3014-00001V-30, Boom Rating: 15 to 17 tons (30,000 to 34,000 lbs.) retracted and 5 to 7 tons (10,000 to 14,000 lbs.) extended, Tow Rating: 30,000 to 35,000, Winch Capacities: 13,000 to 16,000 lbs. (aire free spool), Underlift Capabilities: 8,000 extended to 14,000 lbs. Retracted Positions, Controls: In Cab, Drivers side, Remote (lanyard for boom and underlift), Brakes: Air, Basic Wrecker Equipment: Lift Forks, Lifting Attachments, Wheel Retainers, Storage Compartments (with saddle storage), Hydraulic Rear Jacks/Spaces, Light Pylon, Wide Load Bar, Emergency Lights, Work Lights, Air and Electrical Supply Connections, Pintle Hook Attachment, Color: White  boom assembly may be red. Equipment will be delivered to Fort Campbell, KY. The provision at 52.212-1 Instructions to OfferorsCommercial Items, is applicable and is addended as follows: Paragraphs (b)(10), (d), (e), and (h) are deleted. This provision is further addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information  http://farsite.hill.af.mil/vffara.htm); 52.211-6 Brand Name or Equal;52.214-21 Descriptive Literature; 52.216-1 Type of Contract (Fill-in information, firm fixed-price); 252.204-7001 Commercial and Government Entity (CAGE) Code Reporting; and 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country. This is a brand name or equal requirement. To be considered for award, offers of equal products must include brand name, make or model number, and descriptive literature. Equal products will be evaluated on the basis of informtion furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The provision at 52.212-2 EvaluationCommercial Items is also applicable; Price and Delivery Date are the evaluation criteria in Paragraph (a). Price is slightly more important than Delivery Date. The Government intends to make a single award to the responsive and responsible offeror whose offer is most advantageous to the Government considering price and non-price related factors. Offerors are instructed to submit completed copies of FAR Provision 52.212-3, Offeror Representations and CertificationsCommercial Items, and DFARS Provision 252.212-7000 Offeror Representations and CertificationsCommercial Items, with offers. Offerors should submit destination pricing for this equipment and a statement regarding date delivery can be made. The successful offeror must be registered in the Central Contractor Registration at http://www.ccr.gov.
