Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The RFQ has the following line items: 0001 ? Five copies MATLAB, p/n MLALL (or equal); Two copies Simulink, p/n SLALL (or equal); Two copies Control System Toolbox, p/n CTALL (or equal); Five copies Data Acquisition Toolbox, p/n DAALL (or equal); Two copies Gauges Blockset, p/n DGALL (or equal); Two copies Stateflow, p/n SFALL (or equal); Seventeen copies Signal Processing Toolbox, p/n SGALL (or equal); Four copies Aerospace Blockset, p/n AEALL (or equal); One copy Control System Toolbox, p/n CTALL (or equal); Five copies Real-Time Workshop, p/n RTALL (or equal); Four copies Simulink Accelerator, p/n SAALL (or equal); Four copies Satateflow Coder, p/n SCALL (or equal); One copy Simulink Control Design, p/n SDALL (or equal); One copy Stateflow, p/n SFALL (or equal); Four copies Simulink Verification and Validation, p/n VVALL (or equal); and Five copies xPC Target, p/n XPALL (or equal). The part numbers originate from The Mathworks, Inc. MATLAB/Simulink/Stateflow/Real-time-workshop are engineering software products used to model real world systems such as aircraft, radars and missiles. Simulink is a visual programming software package for modeling, simulating, and analyzing dynamic systems. It supports linear and nonlinear systems, modeled in continuous time, sampled time, or a hybrid of the two. Systems can also be multirate, i.e., have different parts that are sampled or updated at different rates. Stateflow is a graphical design and development tool for control and supervisory logic that is used in conjunction with Simulink to develop and implement finite state machine theory. Stateflow can be used to provide clear, concise descriptions of complex systems behavior using finite state machine theory, flow diagrams notations, and state-transition diagrams all in the same Stateflow diagram. These products are combined with various toolboxes to develop advanced engineering capabilities in such fields as signal processing, control systems, and statistical analysis. The following clauses and provisions apply: 52.212-1, 52.212-2 (a) and 52.212-3. Inserts for 52.212-2(a) are (in descending order of importance): (1) Technical capability of the item offered to meet the Government requirement, (2) Price, (3) Past performance and (4) Small disadvantaged business participation. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. Mr. Stephen J. Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
