- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and FAR FAC 2005-05. This announcement constitutes the only solicitation, and is issued as a Request for Quotation. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a 100% Small Business Set-Aside. This is a firm-fixed price procurement and will be procured using commercial procedures. Solicitation Number is FA4809-05-Q-5014. The NAICS code 336413 applies to this solicitation. The size standard is 1000 Employees. Statement of Work: 1. SCOPE: Furnish all labor as required to complete regular preventative maintenance of the External Aircraft Fuel Tank Storage System (EAFTSS). The objective of preventive maintenance is to protect the operational capability of the system by detecting and correcting minor malfunctions before they become major repair items, disrupt operations, or become a safety hazard. 2. LOCATION: The work is to be accomplished at Seymour Johnson Air Force Base, North Carolina. 3. WORK SCHEDULE: The contractor will report to the shop NCOIC of 4 CMS/MXMC. Preventive maintenance will be performed during a two week on-site visit of no less than 8 hours a day and 5 days per week. A workable schedule can be arranged with the shop NCOIC. 4. CONTRACT PERIOD: N/A 5. PRINCIPLE FEATURES: The work to be accomplished includes, but is not limited to the following: 5.1. Inspection and repair of the following systems: a. Trolley wheels b. Chains c. Bearings d. Fasteners e. Welds f. Drive mechanism g. Gear box inspected annually and lubrication changed once yearly h. Adjustment of take-up chain tension i. Mechanical/manual back-up drive system j. Hydraulic power unit k. Hydraulic pressure valve to prevent tanks with fuel from entering the system l. Hydraulic heater unit m. Hydraulic oil filter change n. Check and adjust mounting of all sensing devices (limit switches, etc.) o. Pull cord safety switches 6. GOVERNMENT FURNISHED EQUIPMENT: N/A 7. REQUIRED REPAIRS: Any minor and/or major problems that the contractor cannot repair as part of the daily inspection shall be reported to the NCOIC. 8. SCHEDULING OF WORK: The contractor shall arrange a workable weekly and hourly schedule with the NCOIC of 4 CMS/MXMC @ 722-3460. The following clauses and provisions apply to this acquisition: FAR 52.232-18, Availabity of Funds, FAR 52.212-5 Instructions to Offerors-Commercial Items; The RFQ should be submitted and shall contain the following information: 1) RFQ number, 2) time specified for receipt of offers, 3) name, address, and telephone number of offeror, 4) terms of any express warranty, 5) price and any discount terms, 6) a completed copy of the representations and certifications at FAR 52.212-3 Alt 1 Offeror Representations and Certifications-Commercial Items (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration, (IAW FAR 4.1201 prospective contractors must be registered in the Online Representative & Certification Application (ORCA) at http://orca.bpn.gov ) 7) Period for acceptance of offers - The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation, 8) Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is ?late? and will not be considered.
