Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issues. NOTE: This requirement has not yet been funded, and any award is contingent upon availability of funds.</p> *This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05.</p> *The associated North American Industrial Classification System (NAICS) code for this procurement is 333999 with a small business size standard of 500 employees. This requirement is a 100% small business set-aside*</p> All interested offerors shall provide a quote for the following item: </p> Line Item 0001: Quantity One (1) North Star Engineered Products Model 755 Explosion Proof Centrifuge with specifications as stated in the attached SOW.</p> Line Item 0002: Quantity One complete installation, start-up, and testing of centrifuge. </p> In addition to the specifications listed above, Line items 0001-0002 shall meet the following required specifications: <c>STATEMENT OF WORK FOR ACQUISITON OF THE NORTH STAR ENGINEERED PRODUCTS 755 EXPLOSION PROOF CENTRIFUGE</c></p> 1. Scope of Work:</p> The contractor shall provide all management, tools, supplies, equipment, parts, and labor necessary to acquire and deliver the North Star Engineered Products 755 Explosion Proof Centrifuge to Langley AFB. </p> 2. Service Delivery Summary</p> The objective of the contract is to supply Langley AFB with the North Star Engineered Products 755 Explosion Proof Centrifuge. </p> The contractor shall provide a centrifuge to be used to separate and reclaim JP-8 aviation fuel and petroleum products (e.g. hydraulic fluid, oil, gasoline) from used absorbent spill materials (e.g. pads, pigs, booms, etc).</p> The centrifuge must meet the following minimum specifications as follows:</p> a. Unit must be explosion proof, including ensuring that all wiring/electrical components are securely housed in casing constructed of material which will prevent any release of spark; all spark paths must be adequately guarded.</p> b. Drive unit must be grounded to the base assembly to prevent static charges that may arise from the spinning basket/container</p> c. Minimum rpm 1700</p> d. Minimum g-force 1200</p> e. Minimum dry weight capacity of 100lbs</p> f. Minimum volume capacity 6.54 cu. Ft</p> g. Minimum 5 Hp explosion-proof motor</p> h. Power requirements: 440V 3-phase </p> i. Unit must include a self-balancing gyroscopic basket with an automatic shut-down in the event the basket becomes out-of-balance</p> j. Unit must include a cycle start button, emergency STOP button and indicator showing when the machine is in operation</p> k. Unit must include a pneumatic timer</p> l. Unit must be constructed of corrosion-resistant material</p> m. Unit must include a sight glass to enable personnel to view absorbents being centrifuged during operation</p> n. Unit must be mounted on a skid for mobility</p> o. Unit must include a pump so recovered fuel can drain directly into a holding tank</p> p. Unit must incorporate pneumatic controls and a fluid-drive transmission which allows unlimited starts per hour</p> q. Unit must incorporate a safety system which ensures that the machine will not start unless the lid is closed and locked; lid remains locked during operation and braking cycle; and loss of air pressure during cycle causes automatic shut-down and brake application</p> r. Unit must include a manual which includes proper operating instructions, safe handling information and troubleshooting information</p> s. Unit must include a basket with a 30? diameter</p> t. Unit must include a basket with a gridliner to allow for more complete removal of product/liquid material </p> 3. Government-Furnished Property and Services</p> Utilities: None</p> Vehicle/Life Support: None. The contractor will ensure he has the proper lift gate, forklift, pallet jack, etc to ensure he can download the equipment from his vehicle to the facility where it will be delivered to. </p> Facility Access: The government will provide access to the facility for delivery. Access POC's shall be provided to the successful offeror. </p> 4. General Information</p> The equipment will be delivered to 510 Poplar Road on Langley AFB, facility 1390. Delivery will take place during the days of Monday-Friday from 0800-1700. Delivery will not take place on a government holiday. </p> 5. Performance of Services during Crisis Declared by the National Command Authority or Overseas Combatant Commander: </p> In case of a National Defense Crisis, the contractor will contact the contracting officer to arrange scheduling the delivery. The contracting officer will in turn contact the equipment users. The delivery will take place between the hours of 0800-1700. Any deviation from this schedule will be requested and approved in writing through the Contracting Officer. </p> * The Contractor shall state the warranty coverage provided for the instrumentation. The Government requires at least a one (1) year warranty.*</p> *Delivery shall be provided no later than 8 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. *</p> *Upon availability of funds, award shall be made to the offeror whose quote offers the best value to the Government-Technical Capability and Price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability-Ability to Meet the Requirement and 2) Price. Technical capability and price shall be equal.. Technical capability will be based on the information provided in the quotation.
