Description
The Department of Veterans Affairs Medical Center (VAMC), Contracting Officer (90C), 4100 West Third, Dayton, OH, 45405, intends to negotiate a sole source commercial (FAR Part 12) supplies procurement with TeraRECON, Inc., that is located at 2955 Campus Drive, Suite 325, San Mateo, California 94403 in accordance with FAR Part 6.302-1. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-05. The contract shall provide the Dayton VAMC with quantity one (1) Aquarius NET SE Server, Part No. 10-0110. Exclusive features are: 1) Only thin-client system capable of rendering multiple large CT and MR data sets in excess of 2000 slices each. 2) Only thin-client system offering a true volume rendering array processor, called the TeraRecon VolumePro? board, rather than off the shelf video graphics cards and conversion software. 3) Only thin-client system to offer image fusion, breast MR time-intensity curves, perspective views, cube views and vessel analysis tools. 4) Only thin-client system with wide market acceptance. TeraRecon has sold over two-hundred AquariusNET Servers worldwide. This is considered to be sole source because of the foregoing statements, all of which are vital considerations in determining the system best meeting this facilities needs. Furthermore, no other company has 3D thin-client. Only one responsible source and no other suppliers or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice of intent is NOT a request for competitive proposals. Parties may identify their interest to the Contracting Officer no later than 1400 Easter Standard Time (EST), September 21, 2005. A determination by the Government not to compete the action based on responses is solely within the Government?s discretion. Information received will be for the purpose of determining whether or not to conduct a competitive proposal. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Dayton VAMC.
