- (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; pro posals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-05-T-0224. This acquisition is issued as a Request For Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Mini Reverb Cell Turn Key System in accordance with the below specifications: (vi) Description of requirements: Specifications: Commercial off the shelf small automated reverberation that will be used to conduct EMI/EMC Immunity and Emissions measurements covering the frequency range of 1 to 40 GHz. Include the software to calibrate & control the reverb chamber. The software shall be a commercial off the shelf item that was not developed for this solicitation. All of the following specifications are necessary. Shielding effectiveness (minimum): 80dB; Frequency Range limit lower (minimum): 1 GHz; Frequency Range limit upper (minimum): 40 GHz; E-Field uniformity (nominal): 3 dB; Test Volume (nominal): 1 ft (L) x 1 ft (W) x 8 in. high; Transmit or Receive antennas: yes, double ridged horns internally mounted for testing over full range of frequency; Horn antenna connector(s): N or K; E-Field Probe: yes; E-field probe freq range: 1 GHz 40 GHz; E-field probe dynamic range: 30-1000 V/M; E-field probe comm. Port fiber optics E-field pro be read out: yes, and data can be imported into MS-Excel; Horizontal Stirrer: yes; Vertical Stirrer: yes; Number of independently controlled motors: 2, 1 for Hor. stirrer & 1 for Ver. Stirrer; Prime power for motors 110VAC, 60 Hz, single phase, w/cord & p lug; Spare instrumentation bulkhead connectors 2- N, 2 SMA, 2-3.5, 4 fiber optic feed through (prefer ST type); Filtered Power outlets inside cell: 2, 110 VAC, 60 Hz, single phase; RF shielded hinged door dimensions (nominal): 1 ft x 1 ft; Outer physic al dimensions (minimum): 3.5 ft L x 2.3 ft W x 2 ft H; Outer physical dimensions (maximum): 8 ft L x ft W x 4ft H. The control software shall be compatible with Windows? 2000/XP and control equipment via GPIB. The software shall have the capability to con trol the steps of the stirrer and rotational speed of the stirrers. If a hardware controller is needed to interface from the computer hosting the control software and the stirrer motor controls it shall be included with the system. The tuner control can be selected to be based on MIL-STD-461E, IEC 61000-4-21 or SAE/1113-27 pre-defined standardss. The software shall be able to measure, calculate and display automatically the following: chamber field uniformity, chamber Q, chamber time constant, comparisons o f probe and receive antenna E-fields, chamber insertion loss, stirring ratio, chamber calibration factor for immunity tests, antenna factor for emission tests, and chamber loading. Measurement data from chamber calibration, immunity and emissions shall be saved in standard Excel? format. The software shall allow the user to generate X-Y plots of the field versus frequency, standard deviation across the frequency range. The software shall incorporate some mathematical computational capabilities/sub-routin es to convert electric fields to other unit systems. The software shall include a multitude of drivers for ancillary equipment used in the generation of the environment e.g. Agilent synthesizers (E8267D & E8257D), Boonton/Agilent power meters (E4419B, N1 912A, 4400A & 4500A), and Aglient/Aeroflex/Tektronic spectrum analyzers (HP8566, E4407, AF2394, RSA3408A) via GPIB. As a minimum the software shall allow user input for the following parameters: start frequency, end frequency, step frequency and dwell time. (vii) Delivery is required by 4/15/2006. Delivery shall be made to US Army Research Laboratory, Bldg. 1646, White Sands Missile Range, NM 88002-5513. Acc eptance shall be performed at ARL/White Sands Missile Range, NM. The FOB point is FOB Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provi sion: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, Past Performance and Price. Te chnical and Past Performance are of equal importance and when combined are more important than price. The technical evaluation will be a determination as to whether the proposed product meets the technical specifications. The government is not responsible for locating or securing any information which is not identified in the proposal. As part of their proposal all descriptive materials (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the produc t meets the technical requirements of the solicitation. If the vendor proposes to modify a product so as to make it conform to the requirements of the solicitation, the vendor shall include a clear description of such proposed modifications and clearly mar k all descriptive materials to show modifications. Contractor shall submit technical specifications/salient characteristics of Mini Reverb Cell Turn Key System. Past performance will be evaluated based on information provided by the offeror as to actual sa les of the proposed product to industry or government agencies. Past performance will consider the ability of the items to meet technical specifications as advertised by the offeror, past record of meeting delivery schedules and service/maintenance reputat ion. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and phone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantage ous to the government, price and other factors considered. The government reserves the right to make an award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Co mmercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
