- The 12th Contracting Squadron at Randolph AFB intends to award a contract for computer training on creating public service announcements using animation. Award will be made in accordance with FAR Parts 12 and 13.5 using Simplified Acquisition Procedures (SAP). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation number F3PT5K5244A200 is issued as a request for quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-05. The NAICS code is 611420, and the size standard is $6M. The contract is to provide training to instructors on computer animation for the youth centers. Contractors will be evaluated on how well their technical proposal addresses the attached Statement of Work. Award is anticipated on 19 Sep 05. Interested persons may express their interest and capability to respond to the requirement or submit proposals by 14 Sep 05. M. (CST) 14 Sep 2005. STATEMENT OF WORK SPECIALTY CAMP ?Creativity Through Animation Training? I. DESCRIPTION OF SERVICES 1. Scope 1.1 The Air Force Services Family Member Programs (FMP) endeavors to provide youth with opportunities to enhance their community, job, leisure, physical, and cognitive skills development. Most Youth Programs have computer labs in their facility but do not have trained staff to expand and assist youths? understanding of computer programs and their capabilities. 2. Training 2.1 To increase staff knowledge of computer technology, learn how to make Public Service Announcements (PSAs) through animation, and have them take their newly acquired skills back to their bases and implement program. 2.2 To increase opportunities for youth ages 12 through 18 to experience the joys of collaboration and creativity through computer animation. 2.3 To support youth program requirements to provide youth with potential areas of interest for future carrier choices 3. Contractors Responsibilities for Animation Training and Material to support program: 3.1 Contractors Responsibilities for Training: 3.1.1. Contractor shall provide a training session for 12 staff to include all materials and equipment needed to train 10 staff on how to teach, mentor, produce, and maintain youth-produced animated PSAs. 3.1.2 Contractor shall provide three (3) days of training for the trainees. Training to be held from 8:00 A.M. on Tuesday through 5:00 P.M. Thursday. Training should not last longer than 8 hours per day exclusive of a one-hour lunch break. Additional 10-15 minute breaks may be provided as needed. NOTE: One morning and one afternoon break are required. 3.1.3. Government will provide ten adult trainees in addition to two headquarters personnel. 3.1.4 Contractor shall videotape the training and provide HQ AFSVA/SVPY with 11 copies of the tape/DVD within one week of conclusion. 3.1.5 Contractor shall provide FREE TECHNICAL SUPPORT as needed to keep the program active and answer any and all questions in relative to the continued support of the program. Catalogue of animation accessories and refill kits. 3.1.6 Contractor shall provide access for assistance. 3.1.7 Contractor shall conduct the training from DATES TO BE ANNOUNCED BY GOVERNMENT exclusive of the travel days for participants. 3.1.8 Contractor shall supply a schedule of events and outline inclusive of the materials/supplies provided for training and outline of the training schedule to HQ AFSVA/SVPY POC at least three weeks prior to the training. 3.1.9 Contractor shall coordinate logistical requirements for program with the host site project officers at HQ AFSVA/SVPY. Coordination should include but not limited to: time of training each day, location of program, shipping address and direction to the site. Arrival time should be coordinated so access can be permitted. Logistical coordination should begin in Sep 05 and training should be completed by 30 Aug 06. 3.1.10. Contractor will be paid travel and lodging per the JTR Vol 2, C60004 and FAR part 31. Meal cost is the responsibility of the contractor. 3.2 Contractor Responsibility for Training Supplies: 3.2.1 Contractor shall supply all materials to support Animation Supplies for 10 trainees (who in turn support up to 40 students each). Materials become property of the US Government youth programs at the bases the trainees are assigned to at the end of the training. 3.2.2 Contractor shall supply all shipping supplies to pack and protect each system for shipping to the bases after training. 3.2.3 Contractor shall ensure the materials supplied support the production of an unlimited number of films and include: Comprehensive Instructional Video covering the basics of animation as well as the complete making of an animated short, Animation Lesson Plan Curriculum, an Animation Resource Guide featuring a list of websites, books, supplies, schools and organizations relating to animation and social action, Teacher/student training manuals, Ambassador Peer Leader Program and Social Action Curriculum providing guidelines for youth leaders to deliver their message and distribute their PSA, and Compact Disc of 10 thirty-second sound cues. 3.2.4 Contractor shall ensure the support materials include (10 complete systems of each: Computer:(Pentium 3 with min 512 MG Ram system XP Pro, CD-DVD Writer/Player) with graphic and animation capability to connect and support the animation program and speakers including a 3-yr full service warranty (or equivalent), 17? flat screen monitor, video camera (Mini DV Camcorders or equivalent), Capture card, copy stand Scanner, Camera Stands and lights, Scanners, and cables to support all equipment required to set up the entire system). This is a stand-alone system and will not be tied into the base network. 4. Professional Requirements of Contractor: 4.1 Contractor must have an ongoing and proven training and education program that prepares adults and youth to initiate, provide training to others, and develop multimedia animation workshops and animated PSAs. 4.2 Contractor shall have a professional multimedia staff must provide documentation of experience developing and implementing animated PSA?s in the civilian or military community. 4.3 Contractor must ensure that personnel be able to speak, read, write and understand English and have the ability to communicate effectively with staff and youth. 4.4 Contractor shall abide by AF Instructions, Operating instructions, policies, Manuals, and requirements for developmentally appropriate interactions, positive discipline, and child abuse prevention measures. 4.5 Contractor shall provide proof of recognition from at least one national organization such as the Boys and Girls Clubs of America, 4-H, Boy/Girl Scouts.
