The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Latin America and other countries. The Office of Aviation performs this mission using a fleet of one hundred and sixty (160) fixed and rotary wing aircraft, 700 Contractor personnel, and 52 Government and personal service contractor personnel, operating in the United States and various other countries. PURPOSE: The purpose of this personal service contract position is to serve as the Maintenance/Quality Control Specialist for the Office of Aviation. The incumbent provides maintenance and quality control guidance to the contractor for single and multi-engine aircraft/helicopters; overseeing contractor and host nation maintenance and aircraft quality control; and assisting the INL/A Maintenance Manager in the administration of the Department of State Maintenance and Quality Control Program. The Incumbent is required to develop, coordinate, and implement the maintenance and quality control systems program for U.S. Government and in concert with contractor, and host nation maintenance personnel. Position reviews, develops, implements and/or contributes to a wide variety of maintenance/quality control and safety related plans, policies and procedures for organizing, training, and deploying aircraft assets within or to OCONUS locations. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the INL/A Maintenance Manager. The Maintenance Manager provides general direction in terms of broadly defined aviation policy/missions/functions and contractual procedures. The incumbent independently establishes priorities and work schedules to meet anticipated and unanticipated deadlines and coordinates work with all parties involved in various projects. The incumbent is considered the technical subject matter expert and as such his/her work is considered technically authoritative and is normally accepted without significant change. 2. STATEMENT OF WORK Develop, coordinate, organize, implement, and oversee a comprehensive maintenance/quality control program for the Office of Aviation. Provide guidance to contractor maintenance and quality control personnel at Patrick AFB, Florida or OCONUS locations. Evaluate contractor and host nation maintenance and quality control personnel in the performance of fixed and rotary wing aircraft maintenance. Reviews and recommend changes to existing maintenance and quality control programs and record keeping procedures. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Maintenance and aircraft Quality Control Program. Collect, review, and disseminate data on maintenance and quality control procedures, techniques, and policy in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation maintenance and quality control program. Perform contract oversight of contractor maintenance and quality control. Ensure that contractor maintenance and quality control personnel conform to the standards of the Office of Aviation Maintenance and Quality Control Program. Prepare periodic contractor performance reports for the Contracting Officer?s Representative. Monitor the management of personnel, repair parts, equipment, and facilities assets to maintain and repair rotary and fixed wing aircraft. Provide Government oversight of maintenance elements that are required to inspect, service, test, disassemble, repair, reassemble, adjust, replace parts and retest aircraft or aircraft components. Participates with the preparation, implementation, and review of maintenance standard operating procedures for the management of aircraft maintenance activities. Interprets current directives, maintenance policies and procedures, and Federal Aviation Regulation guidance as pertaining to the maintenance of program aircraft for the INL/A Aviation Manager. Performs staff functions associated with establishment and implementation of plans for all aspects of the acquisition, operation, maintenance, and logistical sustainment of the various aircraft in their respective CONUS/OCONUS locations. 3. MINIMUM REQUIREMENTS General knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation Maintenance and Quality Control Program, to include operating directives, training and standardization publications, aircraft manuals, and related documents. Knowledge of the U.S. Federal Aviation Administration Regulations related to aircraft maintenance, quality control, and record keeping. Extensive knowledge of Army Regulation 700-138 and Department of the Army Pamphlet 738-751. Knowledge of maintenance and quality control programs and procedures for aircraft utilized in a counter-narcotics operation. Must have extensive experience as an aviation quality control supervisor. Skill as an aircraft quality control specialist as evidenced by military experience or FAA certification with an Inspection Authorization (IA) Knowledge of and skill in operation of desktop computer based word and data processing systems. Preferred Qualifications: Experience in the maintenance of UH-1 Series helicopters, UH-60 helicopters, single and multi engine piston and turbo prop airplanes and the KMAX K-1200 helicopter is highly desirable. Ability to read, write and speak the English and Spanish language at the technical and conversational level is desirable. 4. COMPLEXITY The incumbent performs maintenance and quality control oversight of U.S. Government, contractor and host nation maintenance and quality control personnel operating in four countries and at multiple forward operating locations. The incumbent develops multi-national/multi-cultural maintenance and quality control training programs, plans, policies, and procedures for the Office of Aviation. Coordinates recommendations from the staff, consults with the INL/A Maintenance Manager regarding ongoing projects, provides guidance to contractor and host nation maintenance and quality control personnel, and oversees implementation of the maintenance and quality control program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aircraft maintenance operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. The incumbent may be required to participate as an observer in aerial flights to evaluate contractor or host nation personnel. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Incumbent may be required to perform duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. D.
