- This is the third admendment to this solicitation. It is pertaining to questions that may not be clear to some contractors. Attached are a list of questions and answers to questions that have been brought to our attention. Also this is to inform all interested parties that the due date for offers to be submitted will now be September 23, 2005 12:00 noon no later. All bids received after that time will be considered non responsive. Also representations and certifications can be provided for all interested parties by request. As well as the form 527 FINANCIAL STATEMENT. Such request can be made to James M. Johnson Jr. (202) 708-5636. Questions and Answers for Solicitation GS11P05YMC0123 A. Potomac Annex Take - Off Q1. How far to the east of the Potomac Annex take-off is the new main steam line anchor to be installed? A1. To clarify the specifications, the new steam line anchor is to be relocated 6 feet east of the existing anchor. Q2. No design specifications were provided for this anchor indicating any consideration of pipe line reactions. A2. No design is necessary as the anchor is to be replaced in kind (ie: the same or similar design as the existing anchor). Q3. There are no design specs for the "7ft by 3ft of concrete" that is to be removed and reinstalled. Is this a stanchion footer or what? A3. The concrete is integral with the steam line anchor. The concrete mix to be used shall be Fox Industries FX-32 Grout or a government-approved equivalent. Q4. There is a trap line to be installed at the end of the main steam line, but there is no mention of a drip leg/dirt leg or dirt leg valve. Where is the trap line take off valve to be installed on the end of the main steam line? A4. The trap isolation valve at this location is to be deleted from the specifications. B. Federal Reserve Ramp Q1. There is no design for the new stanchions that are to be installed. There is no indication as to how high the pipe line should be jacked up. Will the lines be isolated while they are being jacked up? There are no specifications on the rollers that are desired for this portion of the pipe line. A1. No design is necessary at the stanchions are to be replaced in kind (ie: the same or similar design as the existing stanchions). The steam line should be jacked up to its original position (approx. several inches higher) where it is in proper alignment with the line going both directions. The top steam line will remain isolated while it is being jacked up. The pipe rollers shall be Grinnell fig. 271 (or government-approved equivalent) for 30-inch pipe size. The contractor shall install between the steam line and the pipe rollers Grinnell fig. 165 pipe saddles (or government-approved equivalent) sized for 20-inch piping with 4 inches of insulation. The pipe saddles shall be welded to the steam line along the length of each side, and the pipe rollers bolted to the new stanchions. C. 19th and Virginia Avenue NW Q1. No design specifications were provided for this stanchion indicating any consideration of pipe line reactions. A1. No design is necessary as the stanchion is to be replaced in kind (ie: the same or similar design as the existing stanchion). Q2. Is there a roller or guide that should be replaced on this stanchion? A2. No, a pipe anchor for the top steam line was welded to the stanchion. The pipe anchor shall be welded back to the new stanchion. D. Dept. of Interior Take-Off Q1. "replace ? 6 inch by 7 feet I-beams" does not tell us what size the beams need to be. What size "I" beam is desired for this repair? A1. The I-beam size shall be 6? X 17.25 lb/ft and each beam (6 total) is approx. 7 feet long. Q2. There are no design specifications for the repair of the delaminated and spalled concrete. A2. The contractor shall perform the following tasks to repair the concrete: a. Remove and dispose of all broken concrete on the floor of the tunnel. Protect the existing piping, conduit, and other embedded items during demolition and sandblasting. Any embedded items in the areas to be repaired shall be removed during demolition and replaced in their original location. b. Remove the deteriorated and spalled concrete to the surface of hard and sound concrete. If the reinforcement bars (rebars) are exposed, remove concrete around rebar to provide a minimum space of 1 inch around the rebar. Remove concrete along the length of the existing rebar sufficient to provide adequate development length (per ACI 318-95) of the new steel. Clean all deteriorated and exposed surfaces until all loose material has been removed. c. Roughen the exposed concrete prior to repairing the concrete. Sandblast all exposed existing rebar to remove all rust and corrosion. If the rebar is missing more than 25% of its original area, it shall be strengthened with new rebar tied into the existing rebar. The areas to be repaired shall be inspected by the government prior to any further work on those areas. d. Replace all missing rebar with new rebar of same diameter and tie into the existing rebars. Coat new and existing rebars with FX-408 Epoxy Zinc Rich Primer or government-approved equivalent. Install new steel reinforcing pins in the tunnel walls and ceiling areas spaced on 1 foot centers. e. Repair the concrete with FX-752 Bonding Agent and FX-228 High-Early Non-Metallic Non-Shrink Grout or government-approved equivalents using temporary forms. Smaller areas with repairs less than 1 1/2 inches deep shall be repaired with FX-752 Bonding Agent and FX-253 Trowel Grade Fiber Reinforced Polymer Mortar or government-approved equivalents. All repaired tunnel ceiling and wall sections shall be returned to their original thickness and shape configurations. The repaired areas shall be allowed to cure a minimum of 24 hours. f. Coat the repaired area of the manholes and tunnel surfaces with FX-460 Masonry Coating System or government-approved equivalent. g. The contractor shall follow the manufacturer's guidelines for installation of the products used to repairing the tunnel surfaces. The contractor shall provide submittals for government approval for all repair materials to be used in this project. E. C Street NW Q1. No design specifications were provided for the hangers indicated for this repair. A1. Roller chairs are required to be installed a maximum of every 12 feet, which shall support the pipe via pipe saddles. Additionally, one pipe alignment guide shall be installed for every 4 roller chairs, placed halfway between pairs of sequential roller chairs (see Drawing A). All existing roller chairs and pipe alignment guides shall be removed. The piping shall be temporarily supported as necessary. The contractor shall remove any insulation necessary to facilitate the installation of the new trap line supports. The contractor shall fabricate and install mounting brackets for the new roller chairs and pipe alignment guides. The mounting brackets shall be constructed from 3" X 5 pounds/foot C-channel (or larger) for the roller chairs, and 4" X 7.25 pounds/foot C-channel (or larger) for the pipe alignment guides. The minimum length for the wall-mounted (vertical) channel section shall be 12 inches. The horizontal channel section shall be of sufficient length to properly support the roller chairs and pipe alignment guides but not excessively protrude into the walkway space in the middle of the tunnel. The horizontal section lengths should be approximately 13 to 15 inches for the roller chairs and 15 to 17 inches for the pipe alignment guides. A diagonal section of C-channel shall be welded in place between the ends of the vertical and horizontal sections with the ends of the C-channel facing up (see Drawing C). For every mounting bracket, two stainless steel expansion anchors with a minimum diameter of 1/2 inch and a minimum length of 6 inches shall attach the vertical sections to the tunnel walls. The two expansion anchors shall be spaced at least 6 inches apart. The new roller chairs shall be Grinnell figure 175 roller chairs (or government-approved equivalent) sized for 6-inch piping and shall have a galvanized finish. The new pipe saddles shall be Grinnell figure 162 pipe covering protection saddles (or government- approved equivalent) sized for 3-inch piping with 2 inches of insulation and shall have a galvanized finish. The new pipe alignment guides shall be Grinnell figure 255 pipe alignment guides size "B" (or government-approved equivalent), have a minimum travel movement of 4 inches, and shall have a galvanized finish. If any of these items are not available in galvanized finish, the contractor may substitute items with standard black finish and paint these items with galvanizing paint after installation, but only with prior written approval of the government. The pipe saddles shall be welded to the trap line along the length of each side. The roller chairs and pipe alignment guides shall be welded to the horizontal channel sections along the length of each side of the mounting pads. The pipe alignment guides shall be set so that one half of the spider width remains within the outer housing for all operating conditions. F. 17th and C streets NW Q1. No design specifications were provided for this anchor indicating any consideration of pipe line reactions. A1. The contractor shall design the new pipe anchor at this location.
