NAICS Code: 541620 Amendment 2: The purpose of this amendment is to modify the statement of work. The statement of work below replaces the statement of work located in the synopsis/request for quote posted on 8/05/05. The response date for submitting proposals has been extended to 4:00PM, September 13, 2005. Title: Bioreactor Landfill Design Guidance Period of Performance: 1 year from award date Bioreactor landfill technology in the US is rapidly changing. The US EPA has undertaken the effort to evaluate this technology to insure its safe implementation. To support this effort EPA/ORD is planning to develop standardized design guidelines for bioreactor landfills. Thus, providing guidance to the state regulators who are faced with increased permit requests as a result of the RD&D rule and can help set the stage for future federal regulations if the agency were so inclined to go in that direction. The purpose of the task is to develop design guidelines for bioreactor landfills operating under EPA's bioreactor landfill research development and demonstration rule or any other applicable state or federal regulations. Liquids addition design, Liquids collection and waste stability design in particular need to be addressed in the final report of this project. 1. Identification of liquid addition system design alternatives. Gathering all current information available pertaining to the different types of liquids addition systems for landfills: Source liquids; Leachate storage. 2. Development of design guidelines for liquids addition amounts. This step will evaluate the requirements for moisture addition to landfills. 3. Development of design guidelines for liquids addition rates. This step will evaluate the considerations that go into deciding the rate that liquids should be added to the landfill. Many factors go into deciding the rate of liquid addition, including available liquids supply, leachate collection system issues, gas collection issues, and ability of the landfill to accept the liquids. Evaluate liquids addition rates from a broad perspective, not from the perspective of a particular liquids addition technology. 4. Development of design guidelines for sizing, spacing, construction and operation of individual liquids addition systems. The liquids addition systems to be reviewed will include (at a minimum) buried horizontal trenches, vertical wells, surface area sources (e.g., ponds, drip irrigation), buried area sources, and surface trenches. Fundamental principles of saturated-unsaturated flow will be used to develop analytical predictive equations for moisture movement as a function of flow rate, pressure and waste characteristics (e.g., isotropy, permeability). Where analytical relationships are limited, numerical modeling will be conducted to develop design relationships. Draft 1st report 6 9 months after award Draft report on design guidelines for sizing, spacing, construction and operation of individual liquids addition systems Draft 2nd report 7 12 months Final Report due and meeting in Cincinnati OH Final Report Quality Assurance and Data Quality This effort involves the examination of available data generated by others. The awardee shall develop quality planning documentation as required by Attachment 1 to SOW. Deliverables Deliverables in table 1 and include QA project plan, two draft reports, at least one technical peer reviewed journal article. The reports shall be written in accordance with EPA's report format guidelines. Any publication of any information collected as a result of this research must be cleared by the US EPA and the TOM prior to submission to any publication outlet and must adhere to project QA guidelines agreed to by both parties prior to project.
