Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI) plans to procure on a sole source basis, services regarding: Statistical Analyses for the NCI Behavioral Change Consortium Diet Validation with the University of South Carolina Research Foundation Columbia, South Carolina 29208. The North American Industry Classification System code is 622110 and the business size standard is $29M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures stated in FAR Part 13. The Nutrition Workgroup (NWG) is a multidisciplinary collaboration of representatives from Behavioral Change Consortium (BCC) sites and federal agencies. The mission of the NWG is to improve measurement of dietary variables; the goals are to validate common measures for self-reported dietary intake and to describe the relationships among and factors mediating change in diet and vitamin/mineral supplement use. The seven research sites include: Emory University, Harvard University, University of Rhode Island, Oregon Health Sciences University, Oregon Research Institute, University of Rochester, NY, and Illinois Institute of Technology. The USC has collected the BCC Diet Validation Study data for analysis. USC shall conduct numerous data analyses from the study, compile this data, and work with the Primary Investigators of the seven research sites to draft at least six manuscripts suitable for a peer reviewed professional journal. The USC is the only source known to the NCI that can provide the continued services required for this study. The USC has been involved in the BCC project since it?s inception in 1999. This effort will support the time and effort of key statisticians and epidemiologists with extensive historical knowledge and experience working with the research data. Changing variables at this time will be detrimental to the current research. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on September 15, 2005. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
