- CMS is in the process of performing market research for a procurement to provide contractor support to assist CMS transition Medicare Fee-for-Service (FFS) claims processing from the current Medicare data centers to the Enterprise Data Centers (EDCs). The purpose of this notice is to solicit capability information from those small businesses interested in performing this work. This information will help CMS determine if this work should be competed on an unrestricted basis, or if this work could be set aside for small businesses (potentially as a 8(a), SDB, or small business set aside). There is a summary of the project below. If you would be interested submitting capability information, please provide a high-level capability demonstration that describes how you could perform these services. Please do not submit pre-established marketing material or refer to your websites. Submit a specific document addressing the following: 1) Describe how you could provide personnel with the right kinds of experience to perform this work. CMS considers experience with Medicare data center processing and Medicare regulations critical; 2) Describe how you will provide the right kinds of resources, including infrastructure, to perform the services; 3) Describe your teaming partners (if any); 4) Describe any experience you or your teaming partners have that is relevant to this effort; 5) Describe the contract vehicles you possess that could offer streamlined procurement avenues for this effort (STARS, GSA Schedule, GWACs); and 6) Describe your business size and status. CMS will not share the information you provide with other parties. SUMMARY OF THE REQUIREMENTS OF THE PROJECT FOLLOWS: The TSC shall provide support services required for transitioning Medicare Fee-for-Service (FFS) claims processing from the current Medicare data centers to the Enterprise Data Centers (EDCs). The EDC is a critical component of the initiative to successfully modernize CMS?s IT environment as part of the Medicare Modernization Act (MMA). Traditional Medicare claims are currently processed at 15 Medicare data centers throughout the country. The processing of Medicare claims involves 33 companies, known as Medicare Contractors, who use four different systems to process claims (Parts A and B, DMERC and CWF). CMS now maintains 54 separate contracts for this work. The EDC will provide greater control of operations, greater flexibility in meeting future challenges and a reduction in the number of data centers. Due to the unique Medicare environment, experience/knowledge with Medicare data centers and Medicare regulations and claims processing is critical. The TSC shall support implementation of all EDC-related tasks, including facility and application-specific infrastructure deployment, and establishing and monitoring the application deployment project plan. The TSC shall work with CMS, the Medicare Data Communications Network (MDCN) provider, and the local phone company in establishing connectivity to the MDCN. Connectivity must be provided to the appropriate site mainframes and the EDC. The TSC shall provide infrastructure items including, hardware, LAN configurations, cabling, and workstation connectivity necessary to support the TSC. The TSC shall be responsible for tracking, monitoring and reporting the operations and project status for each data center transition, ensuring that milestones and deliverables are met. The TSC shall perform onsite activities at the current data centers to analyze all aspects of the current processing environments. The TSC will provide its findings to the EDCs and CMS to support the construction of corresponding environments at the EDCs. The TSC shall provide oversight for all EDC activities required to develop and test the Medicare processing environments. The TSC shall be responsible for handling updates and distribution of all communication documents and for facilitating conference calls. The TSC shall have personnel that are experts in the field of mainframe computer systems, subsystems and file structures. The majority of data centers that the TSC will work with run either the Z/os or OS390 operating systems. The TSC will need to be able to review, interpret and map programs, JCL, and data files. The TSC will need to be able to review, analyze, comment, write project plans, map files and libraries on the full line of data center management to include, but limited to, DASD Management, JCL Management, Library Management, Security Management, Capacity Management, Disaster Recovery Management, Tape Management, Job Management/Scheduling, and Output Management. The TSC shall also support the transition of provider and clearinghouse/vendor connectivity to the (Standard Front End) SFE, including coordinating the establishment of network connectivity to provide an interface between the Medicare Administrative Contractors (MACs) and the SFE, clearinghouses, and providers for exchange of inbound and outbound electronic transactions. The TSC shall have all personnel in place and ready to begin transition activities not more than two weeks after contract award. The TSC shall provide dedicated transition support teams for each data center transitioning to the EDC. Each team shall possess expert Medicare FFS processing knowledge (Part A, Part B, DMERC, CWF, HIPAA and EDI expertise) and experience with Medicare Data Center transitions.
