- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is issued for Request for Quotations (RFQ) # F1R23D5231A100. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 2005-03. Date of delivery 180 days after receipt of order and FOB point is 7 EMS, Dyess AFB, TX 79607. Offers are due to the 7th Contracting Squadron, 381 3rd St, Dyess AFB, TX 79607 not later than 4:30 PM central standard time on 15 September 2005. This procurement is set-aside 100% for small business. The NAICS Code is 333518 with a size standard of 500 (No of Employees). Request to procure maintenance stands for use on the B-1 Bomber. Require 1 EA Left and Right Tail Stands, 1 EA Left and Right Wing Stands, and 1 EA Nose Stand. ALL STANDS ARE TO BE SIMILAR IN NATURE, DESIGN, AND FUNCTION TO THE EXISTING STANDS WITH THE EXCEPTIONS NOTED BELOW. THERE WILL BE A SITE VISIT ON 8 SEP 05 AT 10:00 am CENTRAL TIME TO VIEW EXISTING STANDS. The Site Visit is HIGHLY ENCOURAGED due to the uncertainty of exact dimensions and specifications of the existing stands. All questions are due to the 7th Contracting Squadron, 381 3rd St, Dyess AFB, TX 79607 not later than 4:30 PM central standard time on 12 September 2005. Questions will not be accepted after this time. The following are general guidelines and specifications for the existing stands: The stands must be designed to meet or exceed the direction found in ?AIR FORCE INSTRUCTION 21-101 AEROSPACE EQUIPMENT MAINTENANCE MANAGEMENT,: ?AIR FORCE OCCUPATIONAL SAFETY AND HEALTH STANDARDS 91-2 VEHICLE ELEVATING AND ROTATING WORK PLATFORMS, MANUALLY-PROPELLED AND SELF PROPELLED MOBILE WORK PLATFORMS, AND SCAFOLDS (TOWERS), ? AIR FORCE INSTRUCTION 91-301 AIR COMBAT COMMAND SUPPLEMENT 1 AIR FORCE OCCUPATIONAL AND ENVIRONMENTAL SAFETY, FIRE PREVENTION, AND HEALTH (AFOSH) PROGRAM. Units are to be entirely constructed of non-corrosive, lightweight steel/aluminum. Each unit must be mobile and easily moved and positioned by four people or less. Units will have manual operated vertical movement jacks allowing a minimum of 18 inches of variable height adjustments for platform leveling. Stands will allow access to the tail section of the B-1 Aircraft from approximately 6 feet forward of the Mixer bays to the aft section of the lower rudder. They should also allow personnel to walk under the horizontal stabilizers to allow maintenance. Stands should allow movement and positioning of a universal maintenance stand at the aft of aircraft and also allow for the removal of aircraft engines. The casters should swivel 360 degrees with 90 degree locking points and manually operated foot brakes. Tires should be made of solid polyurethane molded to the cast wheel. Step-fast jacks should also be used to take out any caster movement when stands are in position. Segment should be approximately 30 feet long by 20 feet wide providing approximately 600 square feet of usable workspace. Tail sections should be no more than one section and no more than two stages, it should also allow walking from one side of the aircraft to the other (bridge from one stand to stand with handrails) without dismounting. Segments must provide access to the Stabalizer, lower rudders and flight controls bay (mixer bay). Each segment will be capable of holding a minimum of six 200-pound individuals. Each segment shall have collapsible handrails for fall protection. There will be toe-boards a minimum of 4 inches high surrounding the work decks to prevent small items from rolling or being kicked over the edge. The interface edge between the aircraft and the work deck will be adjustable to allow for aircraft contour and will not have toe-boards. The adjustable edge-mating surface must be covered in a non-marking rubber material to prevent damage to the aircraft skin. Stands must be sturdy enough to be towed by a small vehicle as they are used in different hangers on base for stab removals. Each stand must have a tow bar attachment (tow bar must be able to receive a pindle hook type of attachment). Each stand will have access stairs to the work platform. The stairs should allow for treads to remain in the horizontal position when the deck height is raised or lowered. Each stair should have handrails fitted to each side. There should also be a hand-operated jack to remove any movement of the stair casters. Stair treads should be lightweight and the facing edge of the treads and the top landing must be highlighted with yellow paint. Operating instructions will be clearly defined on signs located close to the relevant piece of equipment, such as jacks. The workdecks, walkways, and stairways will be of non-slip construction or coating. All base beam plates at low level will have rounded corners. ALL DIMENSIONS ARE APPROXIMATE. The following are REVISIONS REQUIRED to the new stands: Build in a walk over on tail stand top deck going from left side to right side. Width of walkover is 4 feet and top walk over height is 6 feet above current top deck height. Must be able to lock two together and have rails for safety;? Widen wing stands on aft section starting at the inner edge 5 feet and tapering in 1foot every 9 feet to 0 taper is reached then extends out as normal;? Add adjustable stairs on forward and aft section of wing stands in the middle just like the ones on the end;? On tail stand, lower the lower section to where the height is 6 feet above the ground meeting the other side in the middle underneath the aircraft. On lower section add platform with steps going up to tail radome;? Add built in panel racks to tail stands on both upper surfaces. The racks need to be as tall as the rails and be 3 feet in depth and 10 feet long. There would be 12 total cubicles. 2 lower going length wise being 2 feet tall and 5 feet wide. The 10 left would sit right above being 1 feet wide;? Add built in panel racks to tail stands on both upper surfaces. The 10 left would sit right above being 1 foot wide;? Build in wing glove panel rack to nose stands aft section. The rack would be 2 4x4 poles extending upward out of stands 6 feet high. 2 arms would extend out of each pole 4 feet at 15 degree angle incline. The bottom arm would be 1 foot high on pole and the upper one would be 4 feet high above stand top. Distance between poles can be between 4 and 7 feet;? Final dimensions will be determined at site visit. Award will be based on lowest price, technically acceptable proposals, with price being slightly more important than technical acceptability. However, those proposals that are deemed technically unacceptable will be labeled non-responsive. All offerors are required submit conceptual drawing at the time of quote submission. Failure to do so will result in offeror being disqualified. Quotes must be accompanied by a simple technical representation fir the final product.
