- SUBJECT: FEMLAB SOFTWARE DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to COMSOL Inc., Burlington, MA for the purchase of FEMLAB Software and related items. The following is to be purchased: FEMLAB and its add-on modules for Chemical Engineering, Structural Mechanics, and Electrochemistry are required to develop high-fidelity multiphysics models based on partial differential equations (PDEs) for key power plant equipment items such as gasifiers, combustors, and fuel cell stacks. The FEMLAB models will be used in NETL???s Advanced Process Engineering Co-Simulator (APECS) to design, analyze, and optimize high-efficiency, zero-emission power plants, such as the FutureGen plant. The following items are to be purchased: (1) FEMLAB for All Platforms, Floating Network License for one (1) concurrent user ??? 1 EA; (2) Chemical Engineering Module for use with FEMLAB for All Platforms, Floating Network License for one (1) concurrent user ??? 1 EA; (3) Electromagnetics Module for use with FEMLAB for all Platforms, Floating Network License for one (1) concurrent user ??? 1 EA; (4) Structural Mechanics Module for use with FEMLAB for All Platforms, Floating Network License for one (1) concurrent user ??? 1 EA; (5) FEBLAB for All Platforms, Single User License, Named User or CPU-locked ??? 2 EA; (6) Chemical Engineering Module for use with FEBLAB for All Platforms, Single User License, Named User or CPU-locked ??? 2 EA; (7) Electromagnetics Module for use with FEMLAB for All Platforms, Single User License, Named User or CPU-locked ??? 1 EA. This purchase order is being issued to COMSOL Inc because no other software vendor can supply FEMLAB and the add-on modules for chemical engineering, structural mechanics, and electrochemistry. COMSOL is the developer and ???only??? supplier of the FEMLAB software. This software is the only software which is capable of meeting the governments needs because: of its general PDE-based multiphysics modeling capability which will enable NETL engineers and researchers to couple fluid flow, heat and mass transfer, together with other physical phenomena such as electrochemistry and structural mechanics for the purpose of high-fidelity modeling key power plant equipment such as gasifiers, combustors, heat exchangers, and fuel cell stacks. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. All interested firms must respond to DE-RQ26-05NT500834. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result with this announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. The North American Industry Classification (NAIC) is 541511.
