Description
NASA/DFRC has a requirement for one (1) Smart VMS Model I, one (1) Solar Panel Upgrade, Smart VMS Models I & II, one (1) VMS Tamper Alarm, and one (1) Smart VMS Traffic Statistics Computer. NASA/DFRC intends to purchase the items from Kustom Signals, Incorporated, 9325 Pflumm, Lenexa, Kansas 66215.3347. The request for procurement of a variable message sign trailer from Kustom Signal?fs Inc. is due to the following requirements that NASA Dryden Office of Security has for this device: ?? The trailer must be a portable, graphics capable/changeable message sign trailer that allows selection from 199 pre-programmed messages as well as 199 user-defined messages and 29 MUTCD symbols. ?? The variable message sign must be an all-LED, full matrix display utilizing 30 degree ITE amber LEDs. This display method of utilizing provides outstanding legibility during all weather, daylight, and nighttime conditions. This is especially applicable to our bright sun environment. ?? The trailer must have an amber violator alert that will activate the LEDs to flash when a pre-set speed is exceeded. ?? The trailer must have an over-speed blanking feature which will turn the display off when a pre-set speed is exceeded. ?? The trailer must have an optional traffic statistics computer, which allows the user to gather invaluable traffic statistics while promoting speed awareness. The host software must be Windows compatible and downloaded files must be in Microsoft Excel format. ?? The trailer must be able to be operated without sunlight for a period of eight days between recharge events. The trailer must have an optional trailer mounted solar recharging power system with four additional batteries. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on ____9/15/05________. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
