Description
This is a special notice as the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a single source purchase order using simplified acquisition procedures with the University of Colorado, CU Trauma Studies and Resource Center, Colorado Springs, CO, under the authority of 41 U.S.C. 253c(1) as implemented by FAR 6.302-1. The resulting purchase order will be procured in accordance with the Federal Acquisition Regulations (FAR) Part 12, ad 13 through Federal Acquisition Circular (FAC) 2005-5. A ten (10) month purchase order is planned. The University of Colorado has an ongoing study since 2002, which has provided much pertinent data. It employs an integrated approach to examining the impact of climate variability and human environmental interactions on the proliferation of Aedes aegypti, a topical/subtropical mosquito vector of dengue fever, in a desert climate. Aedes aegypti has extended its range to include the cities of Nogales, AZ and Tucson, AZ. Temperature and relative humidity are being collected on an hourly basis for all 68 geographically stratified sites. It is planned that the University of Colorado will continue to monitor the climate loggers for longitudinal study data which allows climate researchers to enhance local level monsoon observations where dengue is epidemic annually in the post monsoon season and where dengue hemorrhagic fever has recently emerged. Continuous monitoring of mosquito ecology, vegetation, and temperature and humidity will provide public health officials with a valuable data set of correlations across environmental parameters and the study will allow NOAA to improve support for the public health community for monitoring of Dengue Fever and West Nile Virus. For the above reasons it would be untimely and too costly for any other firm to provide the services of this requirement.
