- The VA New York Harbor Healthcare System intends to negotiate a sole source contract for Art Teacher Services with Eileen Spikol. This is not a request for competitive proposals, but rather for qualified small business vendors to advise their interest in providing this service. The Government will consider all qualified and interested sources, received via e-mail, fax or mail within 7 days after date of publication of this synopsis but no later than 9 September 2005, at 1200 Local Time. Vendors must possess at a minimum the following qualities: 1) a Master?s degree in art of some type; 2) extensive experience working with homeless veterans; 3) ability to create art projects using materials such as paints, pastels, charcoal, clay, and wood to help veterans experience and process their inner lives and express themselves in non-verbal ways; 4) a sensitivity to the needs of volatile patients; 5) create stress management classes that utilize journaling, poetry reading and writing; and 6) meditation skills to assist homeless veterans in coping with the severe psychosocial stressors in their lives. Service is required 3 days per week, maximum 15 hours per week, for an estimated 780 hours per year. No contract award will be made on the basis of any data received in response to this notice. No solicitation document exists and no telephone inquiries will be accepted. Interested parties shall furnish detailed data concerning their capabilities to provide the services sought including pricing data sufficient enough to determine that a comparable source to the government is available to the Contracting Officer NLT 9 September, 2005; otherwise an order will be placed with the above named contractor. The Government will make the sole determination regarding one?s ability to meet the requirements and a determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is a total small business set-aside.
