Description
This synopsis was previously synopsized on FedBizOpps under RFQ-OH-05-00188 (posted 8/10/05) as a sole source acquisition. The Agency has reconsidered its acquisition approach and this requirement is now being pursued under full an open competition. The U.S. Environmental Protection Agency is seeking a contractor to provide technical assistance for the ecological risk assessment, field oversight, and review of Federal Court directed deliverables associated with the Anniston PCBs Site. PCBs were produced at the former Monsanto plant (Facility) in Anniston, Alabama from 1929 through 1971. Solutia Inc., the present Facility owner, was created in 1997 as a spin-off of Monsanto. The U.S. EPA?s Environmental Response Team (ERT) has been sampling this site since 1999 and has found that PCBs have migrated away from the Facility as a result of surface water transport. Solutia began sampling residential properties as specified in an agreement with EPA (the Time- Critical Removal Order) in May of 2001. A Partial Consent Decree (PCD) for the Site was entered by the United States District Court for the Northern District of Alabama on August 4, 2003. The Partial Consent Decree requires Solutia to continue work under the Time Critical Removal Order and begin a Non-Time Critical Removal (NTC) and a Remedial Investigation and Feasibility Study (RI/FS). The NTC Removal Action is being used at the Anniston PCB Site to achieve immediate risk reduction on residential properties not addressed by the Time Critical Removal Order while the RI/FS is completed and the final remedy is selected. Within the PCD, the Court has outlined a schedule of the investigation and deliverables. There are multiple short term deadlines (Court Imposed, and/or negotiated with Solutia) under this project that will require expedited review and revision. Support will be provided through the review of deliverables submitted by Solutia, Inc., attendance with ERT at meetings when appropriate, and through field oversight. ALL RESPONSIBLE SOURCES MAY SUBMIT A PROPOSAL WHICH WILL BE CONSIDERED BY THE AGENCY. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Solicitation No. PR-CI-05-11288 is expected to be issued by August 30 and close September 9. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and any subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. The solicitation is subject to full and open competition. The applicable NAICS code is 541990 with a size standard of $6 million.
