Description
The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Associated Cultural Resource Experts, LLC (ACRE), 8341 Sangre de Cristo Road, Suite 202, Littleton, Colorado 80127. This purchase order is a follow-on contract for the continuation of the documentation and evaluation work initiated under Purchase Order 04PG303310. For several years ACRE worked under a cooperative agreement between Western Area Power Administration (Western) and Reclamation to document historic resources associated with Hoover Dam. ACRE has also worked for the Federal Highways Administration, the Nevada Department of Transportation, and Lake Mead National Recreation Area on a number of projects in the vicinity of Hoover Dam and Boulder City. Most recently ACRE was issued a contract by Reclamation (04PG303310) for the identification and documentation of cultural resources located in the Security Zone surrounding Hoover Dam. Task 7 of that contract was for the survey, evaluation and HABS/HAER documentation of the Old Exhibit Building. As a part of these previous projects, ACRE has conducted extensive archival research and field work leading to the identification of numerous facilities and elements of the historic infrastructure associated with the construction and operation of Hoover Dam. As a part of these earlier projects, ACRE has consulted with the NSHPO and ASHPO, the Landmarks Program, and the National Park Service, Historic Engineering Records (HAER) Program on the procedures and levels of documentation required by those offices and programs. Reclamation will save time and money by contracting with ACRE for this work because ACRE has already completed extensive background research on Hoover Dam and numerous associated resources. ACRE has completed background research on the Old Exhibit Building as a part of the survey, evaluation and HABS/HAER documenation task identified in Contract 04PG303310. Much of the information contained in ACRE's 2005 report, Survey and Historical Evaluation of the Hoover Dam Old Exhibit Building (26CK7113) Clark County, Nevada and the Draft HABS/HAER document, including the construction history, historic fabric identifications, diagrams and engineering drawings, and HABS/HAER quality photographs, which are also required elements of HSR. ACRE already has this material in hand and can thus integrate it directly into the Historic Structures Repors (HSR), substantially lowering the cost to Reclamation for preparation of the HSR. It is considered to be in the best interests of the Government to award a purchase order to ACRE. This procurement will be awarded using Simplified Acquisition Procedures.
