- The Program Support Center Acquisitions Branch knows of only a single source, The National Business Group on Health at 50 F Street, NW, Suite 600 Washington, DC that is capable of accomplishing this requirement and intends to award an eight month simplified acquisition for The Agency for Healthcare Research and Quality (AHRQ). The objective of this acquisition is to delineate how employer-sponsored preventive health care benefits and services are provided currently through health plans and health improvement programs. From this assessment, AHRQ can understand models of the delivery of preventive services barriers to the integration of these efforts. An assessment of employer-sponsored preventive services offered through health plans and health improvement/wellness plans shall be conducted. Since many employee assistance programs (EAP) offer preventive services as well. Assessment of preventive services offered through EAP will be included in this assessment. Specifically, this assessment shall document: a.Employers understanding of preventive services: their costs and cost-effectiveness. b.The extent to which preventive services are described in employers? Summary Plan Descriptions c.The extent to which employers utilize HEDIS measures to evaluate the delivery of preventive services d.The type and number of preventive services actually delivered through health plans. These services will be will be delineated by beneficiary population to include children, adolescents, spouse/partner, employees and retirees. e.The healthcare setting in which covered preventive services are provided, i.e., primary care, specialty care, hospital, etc. f.The preventive services provided in employee assistance programs and health improvement programs. g.The current level of integration between the health plan and health improvement/wellness programs. h.A side-by-side comparison of employer-sponsored preventive services to USPSTF recommendations. i.The preventive services employers are considering for plan inclusion in the next year or the next bargaining cycle. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). Interested parties capable of responding to the requirement may submit a capability statement specifically identifying their ability to accomplish this requirement. Responses are due within 10 days after publication of this notice. Responses shall be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses to this notice is solely within the discretion of the Government.
